Following is the transcript of remarks by the Financial Secretary, Mr John C Tsang, at a media session at the Legislative Council (LegCo) Complex tonight (May 21):
Reporter: Secretary, was the Government necessarily causing public fear that the Government will be short of money, because at the end of the day LegCo will back your Budget proposal?
Financial Secretary: But that wasn't the issue. The issue was filibustering, and as you know the VOA (Vote on Account Resolution) only allowed us 2.4 months of expenses, and when we pass this period we would have no fund and that would definitely affect the expenditure situation of all the livelihood issues.
