Members of Steering Committee on Systemic Reform of the Marine Department appointed

     The Transport and Housing Bureau today (May 3) announced the appointment of Ms Alice Tai Yuen-ying and Mr Irving Koo Yee-yin to the Steering Committee on Systemic Reform of the Marine Department. The appointments take effect today for a term of two years.

     The Steering Committee, chaired by the Secretary for Transport and Housing, Professor Anthony Cheung Bing-leung, will advise and steer the Director of Marine to conduct a thorough departmental review and reform, and to formulate a work plan for implementing the necessary reform measures. The Steering Committee will hold its first meeting in the second half of this month.

     The Terms of Reference of the Steering Committee are:

(a) undertake a comprehensive review of the legislative compliance and administrative measures governing passenger safety and local vessel regulation and inspection matters, in the light of the recommendations in the Report of the Commission of Inquiry into the Collision of Vessels near Lamma Island on 1 October 2012, drawing up detailed improvement proposals and seeing to their implementation;

(b) review and re-engineer the business processes, operational procedures and supervisory structure in the Marine Department's management, to strengthen internal governance; and

(c) map out a strategy to address the long-standing vacancy situation of the professional grades in the department and to develop a manpower training programme.

     The brief descriptions of the appointed members are as follows:

Alice Tai Yuen-ying

     Ms Tai is a former public officer. She was The Ombudsman of Hong Kong from 1999 to 2009. She joined the Administrative Service in 1974 and had served in many posts in both policy branches and departments of the Government of Hong Kong. In 1994, she was appointed Judiciary Administrator and assisted the Chief Justice in the overall administration of the Judiciary. She is currently the Chairman of the Review Board on School Complaints formed under the Education Bureau.

Irving Koo Yee-yin

     A retired business executive, Mr Koo is a Fellow and a Member of the Executive Committee of the Hong Kong Management Association. He was formerly a Director of Jardine Pacific Limited and more recently Group Marketing and Corporate Relations Director of CLP Holdings Ltd. He was Chairman of the British Chamber of Commerce in Hong Kong from 1998 to 2000. He is at present a director of UK-based JPMorgan Chinese Investment Trust plc.

     Mr Koo has extensive experience in public services, having been Chairman of the Hong Kong Academy for Gifted Education, the Hong Kong Examinations and Assessment Authority and the Quality Education Fund Steering Committee, as well as a member of the Education Commission, the University Grants Committee and the Disaster Relief Fund Advisory Committee. He is at present a member of the Advisory Committee on Arts Development.
