************************************************************

The following is issued on behalf of the Housing Authority:

The annual Estate Management Services Contractors Awards presentation ceremony was held today (March 13). A number of awards were presented to recognise the remarkable performance of services contractors and estate managers in managing Housing Authority (HA) properties in the past year.

Officiating at the Estate Management Services Contractors Awards 2012 presentation ceremony at Domain, the Deputy Director of Housing (Estate Management), Mr Albert Lee, commended the winners for their outstanding performance and contributions in the past year. He called for the joint efforts of the services contractors to make continuous improvements in providing better quality services to residents. As a new Customers Service Management System is being rolled out to all outsourced estates, the Housing Department will organise training seminars for property services contractors in a bid to enhance efficiency and service standards collaboratively.

Mr Lee said, "To reflect the change in management mode for some public housing estates, we have introduced a new prize this year, 'Best Property Services Agent (Property Management Agent Contract)', to acknowledge the commendable efforts of the relevant contractors".  A total of 25 awards were presented to property services agents (PSAs), car park operators, cleansing and security services contractors; and also estate managers in property management and maintenance.

The award winners were determined based on the combined scores given by the assessment panel, Housing Department's supervisory teams, feedback from the Estate Management Advisory Committees and the results of random surveys conducted among the residents.

The awardees this year include 12 services contractors and six estate managers. The estates managed by the winners of "Best Public Rental Housing Estate (Property Services)" include Cheung Ching Estate, Ching Ho Estate, Tin Yiu (I) Estate, Tin Yiu (II) Estate, Sau Mau Ping South Estate, Shek Yam Estate and Sheung Lok Estate. (Please see attached table for details.)

The Housing Authority started to contract out the management and maintenance services of its public rental housing (PRH) estates in 1999 in a bid to enhance cost effectiveness and provide efficient estate management services for residents.  Currently, more than half of its PRH estates are managed by PSAs. The HA will review the implementation of the outsourcing strategy and strengthen the monitoring system on contractors performance regularly.
