The Legislative Council (LegCo) Subcommittee on Import and Export (General)(Amendment) Regulation 2013 (the Regulation) held its first meeting today (March 8) in Conference Room 3 of the LegCo Complex. During the meeting, members of the Subcommittee elected a Chairman and met with the Administration to discuss the Regulation.
At the beginning of the meeting, members of the Subcommittee elected Mr Wong Ting-kwong to be the Chairman of the Subcommittee. Members then received a briefing on the details of the Regulation and discussed the Regulation with the Administration.
The Import and Export (General)(Amendment) Regulation 2013 is gazetted on February 22, 2013 and tabled at LegCo for scrutiny on February 27, 2013. The Regulation seeks to amend the Import and Export (General) Regulations so as to prohibit the export of powdered formula to all places outside Hong Kong, except under an export licence or an exemption. It provides that the prohibition does not apply to powdered formula not exceeding 1.8kg in total net weight (i.e. two cans of powdered formula with a net weight of 0.9kg each) that is exported in the accompanied personal baggage of a person leaving Hong Kong, and such person must be aged 16 or above who has not left Hong Kong in the last 24 hours.
The Subcommittee has 25 members. In addition to Mr Wong Ting-kwong, who is elected the Chairman, other members include Mr James To, Ms Emily Lau, Mr Abraham Shek, Mr Tommy Cheung, Mr Vincent Fang, Mr Wong Kwok-hing, Mr Chan Hak-kan, Dr Leung Ka-lau, Mrs Regina Ip, Mr Paul Tse, Mr Alan Leong, Mr Michael Tien, Mr Steven Ho, Mr Gary Fan, Mr Chan Chi-chuen, Mr Leung Che-cheung, Ms Alice Mak, Mr Sin Chung-kai, Dr Hon Helena Wong, Mr Tang Ka-piu, Dr Chiang Lai-wan, Ir Dr Lo Wai-kwok, Mr Chung Kwok-pan and Mr Christopher Chung.
