LegCo to consider motion under Legislative Council (Powers and Privileges) Ordinance

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) will hold a meeting this Wednesday (February 20) at 11am in the Chamber of the LegCo Complex. During the meeting, Members will consider a motion under the Legislative Council (Powers and Privileges) Ordinance.

     The motion, to be moved by Ms Cyd Ho, states: "That this Council appoints a select committee to inquire into whether the Chief Executive of the Hong Kong Special Administrative Region Mr Leung Chun-ying's claim that three professionals had provided advice on the unauthorised building works in his House Nos. 4 and 5 at No. 4 Peel Rise on the Peak involves false statement or misrepresentation; and whether Mr Leung had given any improper undertaking in exchange for the support of members of the Election Committee when he stood for the 2012 Chief Executive Election; and that in the performance of its duties the select committee be authorised under section 9(2) of the Legislative Council (Powers and Privileges) Ordinance (Cap. 382) to exercise the powers conferred by section 9(1) of that Ordinance."

     Mr Ronny Tong will move a motion on implementing dual universal suffrage. The motion, states: "That this Council urges the SAR Government to expeditiously commence extensive consultation on implementing dual universal suffrage and, before the submission by the Chief Executive of a report on constitutional reform to the Standing Committee of the National People's Congress, to allow sufficient time for the general public to discuss the contents of the report."

     Dr Lo Wai-kwok, Mr Gary Fan, Ms Emily Lau, Mr Wong Yuk-man, and Dr Kwok Ka-ki will move separate amendments to Mr Tong's motion.

     Members will also debate a motion on ensuring occupational safety. The motion, to be moved by Mr Poon Siu-ping, states: "That, as more large-scale works projects will commence in Hong Kong in the future, but the number of fatal industrial accidents in the construction industry remains high, this Council urges the Government to expeditiously adopt effective measures to ensure occupational safety."

     Mr Lee Cheuk-yan, Mr Tang Ka-piu and Mr Sin Chung-kai will move separate amendments to Mr Poon's motion.

     Meanwhile, Mr Andrew Leung will move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending the Personal Data (Privacy) (Amendment) Ordinance 2012 (Commencement) Notice, laid on the table of the Legislative Council on January 30, 2013, to the meeting of March 20, 2013.

     Mr Leung will also move three proposed resolutions under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending the Companies (Words and Expressions in Company Names) Order; the Companies (Disclosure of Company Name and Liability Status) Regulation; the Companies (Accounting Standards (Prescribed Body)) Regulation; the Companies (Directors' Report) Regulation; the Companies (Summary Financial Reports) Regulation; the Securities and Futures (Contracts Limits and Reportable Positions) (Amendment) Rules 2013; and the Residential Properties (First-hand Sales) Ordinance (Commencement) Notice, laid on the table of the Legislative Council on February 6, 2013, to the meeting of March 27, 2013.

     On other motions, the Secretary for Food and Health will move a proposed resolution under the Pharmacy and Poisons Ordinance to seek the Council's approval to endorse the Pharmacy and Poisons (Amendment) Regulation 2013 and the Poisons List (Amendment) Regulation 2013, made by the Pharmacy and Poisons Board on January 24, 2013.

     On bills, the Trust Law (Amendment) Bill 2013 and the District Councils (Amendment) Bill 2013 will be introduced into the Council for First and Second Readings. Debate on the Bills will be adjourned.
     
     During the meeting, Members will also ask the Administration 20 questions on various policy areas, six of which require oral replies.
