Special traffic arrangements for Lunar New Year Fairs

     Police will implement special traffic arrangements and crowd management measures in various districts to facilitate members of the public visiting Lunar New Year Fairs.

     A Police spokesman said the primary objective of those measures was to ensure public safety.

     He also said that Police would not tolerate troublemakers whose act would cause danger to themselves or the public.

     "Police will issue verbal advice and warnings to troublemakers and take enforcement actions when they do not take heed of these advice and warnings."

     Member of the public were also reminded that they should avoid discharging aerosol spray in crowded places as it would pose potential danger to the public.

     Anyone who discharges fireworks will be arrested.

     "For the sake of their own safety, fair-goers should be considerate, courteous, patient and exercise restraint especially in crowded places," he appealed.
 
     Fair-goers should pay attention to the directional signs erected and also follow instructions given by Police officers. If situation so warrants, Police may direct fair-goers from crowded places and implement a queuing system.
 
     They should also take good care of their personal property and their accompanying children and elderly.

     Members of the public should not hesitate to report crimes and missing person cases to report centres or duty Police officers at the scene.

     Turning to the traffic arrangements, the spokesman urged the public to make full use of public transport.

     As a number of roads will be closed, motorists were requested to avoid going to Causeway Bay if possible.

     He warned illegal parking and waiting would be severely dealt with.

     "Vehicles illegally parked will be towed away without prior notice," he added.

     He also reminded MTR passengers not to use MTR stations as meeting places and not to bring metallic balloons. Some entrances/exits in some busy MTR stations would be closed or changed to one-way IN or one way OUT.

     "This is especially so in Causeway Bay and Tin Hau MTR Stations in the Lunar New Year's Eve," the spokesman added.

     "Passengers should follow directional signs put up at those entrances/exits and inside the MTR stations, and should at all times follow instructions of Police officers and MTRC staff," he noted.

Traffic arrangements for Victoria Park Lunar New Year Fair
---------------------------------------------------------

(A) Pedestrianisation (from noon on February 9 to 8am the following day):

1. Lockhart Road east of Cannon Street;
2. East Point Road;
3. Great George Street west of Paterson Street;
4. Pak Sha Road;
5. Yun Ping Road between Lan Fong Road and Kai Chiu Road;
6. Kai Chiu Road; and
7. Lee Garden Road between Hennessy Road and Pak Sha Road.

(B) Road closure:

     The following roads will be closed on February 9 by stages:

From 4pm onwards and as necessary:
1. Sugar Street; and
2. Northbound Gloucester Road between Causeway Road and Great George Street.

From 5pm onwards and as necessary:
1. Cleveland Street;
2. Kingston Street;
3. Paterson Street;
4. Great George Street between Paterson Street and Gloucester Road;
5. The leftmost lane of Inner Gloucester Road between Gloucester Road Service Road and Cannon Street;
6. Jardine's Bazaar; and
7. Electric Road between Yacht Street and Lau Sin Street (except for access to Park Towers and franchised buses).

From 7pm onwards and as necessary, except franchised buses, green minibuses (GMBs) and trams:
1. Eastbound Hennessy Road between Percival Street and East Point Road;
2. Yee Wo Street;
3. The leftmost lane of Pennington Street between Irving Street and Yee Wo Street;
4. Westbound Causeway Road between King・s Road and Moreton Terrace;
5. Westbound Hennessy Road between Jardine・s Bazaar and Percival Street; and
6. Irving Street.

From 8pm onwards and as necessary:
1. Lockhart Road east of Percival Street;
2. Jaffe Road east of Percival Street;
3. Cannon Street;
4. Shelter Street;
5. The leftmost lane of westbound Hennessy Road between Jardine・s Bazaar and Lee Garden Road; and
6. The leftmost lane of eastbound Hennessy Road and eastbound Yee Wo Street between Lee Garden Road and East Point Road.

From 9pm onwards and as necessary:
1. The leftmost lane of westbound Causeway Road between King・s Road (near Queen・s College) and Moreton Terrace;
2. Southbound Gloucester Road between Causeway Road and the down ramp of Causeway Bay flyover;
3. Southbound Tai Hang Road flyover (vehicles will be diverted to eastbound Victoria Park Road, Wing Hing Street and King・s Road);
4. Northbound Tai Hang Road flyover (vehicles will be diverted to Tung Lo Wan Road, Moreton Terrace and Leighton Road);
5. Northbound Causeway Bay flyover;
6. Southbound Percival Street between Gloucester Road and Hennessy Road; and
7. Hing Fat Street between Causeway Road and Lau Li Street (except franchised buses and GMBs).

(C)Traffic diversions:

     The following traffic diversions will be implemented on February 9 by stages:

From 6pm onwards and as necessary:

     A section of Lau Li Street between Electric Road and Hing Fat Street will be re-routed one-way westbound with no access for public light buses (PLBs).

From 9pm onwards and as necessary:
1. A section of Percival Street between Jaffe Road and Lockhart Road will be re-routed as one-way northbound;
2. Traffic along eastbound Lockhart Road and eastbound Jaffe Road cannot turn right at the junction with Percival Street;
3. Traffic heading for southbound Tai Hang Road flyover will be diverted to eastbound Victoria Park Road, Wing Hing Street and King・s Road;
4. Traffic heading for northbound Tai Hang Road flyover to Central will be diverted to Tung Lo Wan Road, Moreton Terrace and Leighton Road; and
5. Traffic along Moreton Terrace cannot turn right at the junction with eastbound Causeway Road.

(D) Learner driver prohibition:

     Between 2pm on February 9 and 8am the following day, learner drivers will not be permitted to access the following roads:

1. Leighton Road;
2. Tin Lok Lane;
3. Caroline Hill Road;
4. Eastern Hospital Road;
5. Tai Hang Road north of Lai Tak Tsuen Road;
6. Tung Lo Wan Road;
7. Electric Road south of Gordon Road;
8. Morrison Hill Road north of Queen's Road East;
9. Hennessy Road;
10. Yee Wo Street;
11. Causeway Road;
12. King's Road;
13. Inner Gloucester Road;
14. Hing Fat Street;
15. Westbound Tin Hau Temple Road west of Cloud View Road; and
16. Eastbound Wan Chai Road.

(E) Suspension of parking spaces and car parks:

     The on-street parking spaces and car park at the following sites will be suspended until 10am on February 10:

1. The closed roads as mentioned above;
2. Tung Lo Wan Road;
3. Lockhart Road between Canal Road and Cannon Street;
4. Jaffe Road between Canal Road East and Cannon Street;
5. Yun Ping Road;
6. Tsing Fung Street; and
7. Victoria Park car park on Hing Fat Street (except disabled parking spaces)

     Vehicles access to all car parks and hotels within the closed roads will be prohibited and vehicles parked in these car parks and hotels will not be permitted to leave until the closed roads are re-opened.

(F) Bus stops and tram stops arrangements:

1. The bus terminus and GMB terminus at Park Towers will be suspended from 6pm until further notice.

2. Bus stops on Gloucester Road Service Road near Paterson Street will be suspended from 6pm onwards and as necessary on February 9.

3. The following bus stops will be suspended or relocated from 8pm onwards and as necessary on February 9:
- Outside 533 Hennessy Road;
- Outside 1 Yee Wo Street;
- Eastbound Yee Wo Street near Sugar Street;
- Irving Street;
- Outside 500 Hennessy Road;
- Outside 42 Yee Wo Street;
- Gloucester Road Service Road near Paterson Street;
- Bus stops on eastbound Victoria Park Road outside Causeway Bay Typhoon Shelter will be relocated to Wing Hing Street; and
- If traffic and pedestrian flow overspill in Hing Fat Street, bus stops may be relocated to westbound Causeway Road and Moreton Terrace Bus Terminus.

4. Temporary bus stops will be set up on eastbound Causeway Road outside Victoria Park until 10am on February 10.

5. Temporary bus stops will be set up on eastbound King・s Road near Ngan Mok Street from 4pm on February 9 to 6am the following day.

6. Temporary bus stops will be set up along westbound Causeway Road outside Queen・s College, Tennis Court, and the Hong Kong Central Library from 8pm on February 9 to 10am the following day.

7. The following tram stops will be suspended from 9pm on February 9 and as necessary:
- Yee Wo Street opposite Sugar Street and Paterson Street on both directions;
- Causeway Road near Shelter Street on both directions; and
- Causeway Road outside Victoria Park main entrance on both directions.

(G) PLB and GMB arrangements:

1. PLB stands at Sugar Street and Paterson Street will be suspended from 2pm on February 9 and as necessary.

2. PLB may be banned from entering westbound Causeway Road from 8pm on February 9 and as necessary depending on the situation. The affected PLBs will be diverted to Tung Lo Wan Road, Moreton Terrace and Leighton Road for Wan Chai and Central area.

3. The following GMB stands will be suspended from 8pm on February 9 and as necessary:
- GMB stand at westbound Jaffe Road near Percival Street;
- GMB stand at Cannon Street near Jaffe Road; and
- GMB stand at Lockhart Road near Cannon Street.

(H) Suspension of taxi stands:

     Taxi stands at Paterson Street near Great George Street, Jaffe Road near Percival Street, Lockhart Road near Cannon Street, Lau Li Street, Ngan Mok Street and Electric Road will be suspended from 2pm on February 9 until further notice.

Traffic arrangements for Cheung Sha Wan Playground Lunar New Year Fair
---------------------------------------------------------

(A) Suspension of parking spaces (until 8am on February 10):
1. All metered parking spaces on Hang Cheung Street will be suspended; and
2. Vehicles will only be allowed to drop off and pick up passengers as well as load and unload goods on Fat Tseung Street, Fortune Street and Hang Cheung Street. No waiting is allowed and parking will be strictly prohibited.

(B) Temporary relocation of bus stop (until 8am on February 10):

     The bus stop on Cheung Sha Wan Road outside Cheung Sha Wan Playground will be relocated to Cheung Sha Wan Road near Hing Wah Street.

Traffic arrangements for Fa Hui Park Lunar New Year Fair
--------------------------------------------------------

(A) Temporary loading and unloading point:

     A loading and unloading point will be set up at Tong Yam Street near the junction with Tai Hang Tung Road until 8am on February 10.

(B) Bus stops arrangements:

     Bus stops at the following locations will be temporarily suspended from 2pm on February 9 to 7am the following day:
1. Eastbound Boundary Street outside Fa Hui Park;
2. Eastbound Boundary Street outside Hong Kong Police Sports and Recreation Club;
3. Tai Hang Tung Road near Tat Chee Avenue on both directions;
4. Tat Chee Avenue near Osmanthus Road on both directions;
5. Northbound Embankment Road;
6. Outside 191 Prince Edward Road West; and
7. Southbound Knight Street.

     Bus stops on Prince Edward Road West outside the Diocesan Boy・s School will be relocated to outside 211-215 Prince Edward Road West (except bus routes 3C, 87D and 281A) from 2pm on February 9 to 7am the following day.

(C) Suspension of GMB stands:

     GMB stands at the following locations will be temporarily suspended from 2pm on February 9 to 7am the following day:
1. Eastbound Boundary Street outside Fa Hui Park;
2. Eastbound Boundary Street outside Hong Kong Soka Gakkai Institution;
3. Tai Hang Tung Road near Tat Chee Avenue on both directions;
4. Tat Chee Avenue near Osmanthus Road on both directions;
5. Northbound Embankment Road; and
6. Outside 191 Prince Edward Road West.
 
(D) Temporary relocation of PLB pick-up point:

     A temporary PLB pick-up point will be set up at Lincoln Road near Cumberland Road until 8am on February 10.

(E) Temporary taxi stand:

     A temporary taxi stand will be set up at southbound Cumberland Road between Lincoln Road and Boundary Street until 8am on February 10.

(F) Suspension of parking spaces:

     Parking spaces, including motorcycle parking spaces, at the following locations will be suspended until 8am on February 10:
1.  Tong Yam Street;
2.  Duke Street;
3.  Knight Street near the junction with Duke Street;
4.  Belfran Road; and
5.  Lincoln Road.

(G) Traffic diversions and road closure

From 2pm on February 9 to 7am the following day:
1. Vehicles along westbound Lincoln Road cannot turn left to Cumberland Road (except taxis);
2. Vehicles along Essex Crescent cannot turn left to southbound Cumberland Road (except residents);
3. Vehicles along Embankment Road cannot turn right to Duke Street (except residents);
4. The cul-de-sac section of Dianthus Road east of Tat Chee Avenue will be closed;
5. The inner lane of southbound Tai Hang Tung Road will be closed; and
6. The inner lane of eastbound Boundary Street between Tai Hang Tung Road and the bus stop outside Fa Hui Park will be closed.

From 6pm on February 9 to 7am the following day:
1. The third lane of northbound Tai Hang Tung Road will be closed and no right turn to Tat Chee Avenue will be allowed; and
2. The first lane of eastbound Cheung Sha Wan Road flyover leading to Boundary Street will be closed.

Traffic arrangements for Hong Ning Road Recreation Ground Lunar New Year Fair in Kwun Tong  
---------------------------------------------------------

(A) The following roads will be closed from 6pm on February 9 to 5am the following day:
1.  A section of southbound Hong Ning Road between its northern junction with Kung Lok Road and Shung Yan Street;
2.  Wan Hon Street; Wan Hon Lane; Ngan Yuet Lane; Shui Wo Street; Shui Ning Street; Ka Lok Street; Shung Yan Street; Shung Yan Circuit; and
3.  A section of Fu Yan Street between Mut Wah Street and Shung Yan Street, except for PLBs.

(B) On-street parking spaces, including disabled parking spaces and metered parking spaces, and PLB stands on the following roads will be suspended from 3pm on February 9 to 6am the following day:
1.  Ming Chi Street; Horse Shoe Lane; Wan Hon Street; Wan Hon Lane; Ngan Yuet Lane; Shui Wo Street; Shui Ning Street; Ka Lok Street; Shung Yan Street; Shung Yan Circuit; and
2. 15 metered parking spaces on Yuet Wah Street.

(C) A temporary taxi stand will be established on Yuet Wah Street outside Wo Lok Estate during road closure period.

(D) Several bus and PLB routes will be affected by the road closures and some bus stops will be relocated.

(E) No vehicle will be allowed to enter or leave car parks on affected streets during road closure period.

Traffic arrangements for Morse Park Lunar New Year Fair in Wong Tai Sin
---------------------------------------------------------

     The following traffic arrangements will be implemented from 5pm on February 9 to 6am the following day:

(A) Temporary "No-Stopping" Area:

     Illegal parking and stopping will be strictly prohibited on Ching Tak Street, Tung Tau Tsuen Road, Shatin Pass Road, Fung Mo Street, Wang Tau Hom East Road, Wang Tau Hom South Road and Wang Tau Hom Central Road.

(B) Suspension of bus stops:

     Bus stops on southbound Fung Mo Street near Heng Lam Street will be suspended.

(C) Temporary taxi drop-off point and taxi stands:

1. A temporary taxi drop-off point will be set up at the lay-by on northbound Ching Tak Street outside Lung Hei House;
2. A temporary taxi stand will be set up at southbound Wang Tau Hom East Road outside Wang Hau House; and
3. The single-lane taxi stand at Ching Tak Street terminus outside Lung Hing House will be divided into two lanes where the left lane will be used for boarding and alighting while the right lane will be used for alighting passengers only.

(D) Traffic diversion:

     PLBs and taxis at Ching Tak Street terminus cannot turn right to eastbound Ching Tak Street.

     If necessary, the following traffic arrangements will be implemented:

1. Vehicles travelling along westbound Lung Cheung Road cannot turn left to southbound Ching Tak Street. Motorists will be diverted to Fung Mo Street and Lung Yin Road;
2. Vehicles travelling along westbound Lung Cheung Road cannot turn left to southbound Fung Mo Street. Motorists will be diverted to Lung Yin Road; and
3. Ching Tak Street between Lung Cheung Road and Tung Tau Tsuen Road will be closed. Motorists along Tung Tau Tsuen Road will be diverted to Shatin Pass Road and Junction Road.

Traffic arrangements for Sha Tsui Road Playground Lunar New Year Fair in Tsuen Wan
---------------------------------------------------------

     The following temporary traffic arrangements will be implemented from 6pm on February 9 to 5am the following day:

(A) Road closure:
1. Kai Hong Close;
2. Kai Chi Close;
3. Hoi Pa Street between Tai Ho Road and Lo Tak Court; and
4. The first lane of eastbound Sha Tsui Road between Yuen Tun Circuit and Tai Ho Road.

(B) Suspension of motorcycle parking spaces:

     Motorcycle parking spaces on Kai Hong Close will be temporarily suspended.

(C) Suspension of PLB stand:

     The PLB stand at Hoi Pa Street outside Wing Tai House, Fuk Loi Estate will be temporarily suspended

(D) Suspension of bus stops:

     Bus stops on Tai Ho Road outside Princess Alexandra Community Centre will be temporarily suspended.

Traffic arrangements for Lunar New Year Fair in Tuen Mun
--------------------------------------------------------

(A) Road closure:

     The following roads will be closed to all vehicular traffic daily from 6pm to the following day on February 8 and 9 (except for emergency vehicles):
1. Kin Lung Street;
2. A section of Kin On Street between Ho Tin Street and Kin Wing Street;
3. A section of Kin Tai Street between Ho Tin Street and Kin Wing Street; and
4. Kin Fung Circuit (except vehicles heading for the taxi stand near MTR West Rail Tuen Mun Station Exit F).

(B) Traffic diversions:

     The following traffic diversions will be implemented daily from 6pm to 6am the following day on February 8 and 9 (except for emergency vehicles):
1. Ho Tin Street will be converted to one-way westbound;
2. A section of Kin Fat Street between Ho Tin Street and Pui To Road will be converted to one-way southbound;
3. Kin Wing Street will be converted to one-way eastbound; and
4. A section of Kin On Stret between Kin Wing Street and Pui To Road will be converted to one-way southbound.

(C) Suspension of parking spaces (except for emergency vehicles):

     The overnight on-street parking spaces at the following roads will be suspended daily from 8pm to 8am the following day on February 8 and 9:
1. Ho Tin Street;
2. Kin Wing Street;
3. A section of Kin On Street between Ho Tin Street and Kin Wing Street;
4. A section of Kin Tai Street between Ho Tin Street and Kin Wing Street; and
5. Kin Lung Street.

     The metered parking spaces on Kin On Street and Kin Fat Street will be suspended until 8am on February 10.

(D) Temporary taxi pick-up/drop-off point:

     A temporary taxi pick-up and drop-off point will be provided in Ho Tin Street near its junction with Kin Fat Street and King Wing Street near its junction with Kin On Street daily from 6pm to 6am the following day on February 8 and 9.

Traffic arrangements for Lunar New Year Fair in Sheung Shui
---------------------------------------------------------

     San Lok Street, San Tsoi Street and Fu Hing Street between San Hong Street and San Tsoi Street will be closed to all vehicular traffic, except for emergency vehicles, from 6pm on February 9 to 4am on February 10.

Traffic arrangements for Tung Tau Industrial Area Playground Lunar New Year Fair in Yuen Long
---------------------------------------------------------

(A) Road closure:

1. Keung Yip Street will be closed until noon on February 10;
2. The following roads will be closed from 4pm on February 9 to 7am the following day:
- Hong Yip Street between Wang Yip Street West and Wang Yip Street East (except franchised buses);
- Hong Yip Street between Po Yip Street and Wang Yip Street East;
- Wang Yip Street East; and
- Wang Yip Street South.

(B) Traffic diversions:

     A section of Hong Yip Street between Po Yip Street and Yuen Long Kau Hui Road will be re-routed to one-way eastbound from 8pm on February 9 to 7am the following day.

(C) Suspension of parking spaces:
1. Parking spaces on Wang Lee Street near the Yuen Long Industrial Estate Bus Terminus will be suspended until 7am on February 10 (except for franchised buses);
2. Parking spaces on Hong Yip Street will be suspended from 4pm on February 9 to 7am the following day;
3. Parking spaces on the following roads will be suspended until 8am on February 9:
- Fu Yip Street;
- Tak Yip Street;
- Wang Lok Street;
- Po Yip Street;
- Wang Yip Street East slip road near Tsun Mee Industrial Building; and
- Wang Yip Street West.

(D) Temporary taxi pick-up/drop-off point:

     Temporary taxi pick up and drop off point will be designated on Po Yip Street outside the Tung Tau Industrial Area Playground daily from 4pm to 7am the following day on February 8 and 9.
