Appointments to Standing Committee on Company Law Reform

     The Financial Secretary, Mr John C Tsang, has appointed a new Chairman to the Standing Committee on Company Law Reform (SCCLR) starting from today (January 11).

     Mr Tsang also appointed two new members and re-appointed eight members to the committee for a term of two years starting from February 1, 2013.

     Mr Anderson Chow Ka-ming has been appointed as the new Chairman of the SCCLR and his term will last till January 31, 2015. Mr Chow is a senior counsel with broad civil practice experience in company law matters. He will succeed the incumbent Chairman, Mr Godfrey Lam Wan-ho, who has taken up a judicial appointment and stepped down from the chairmanship of the SCCLR.

     The two newly appointed members are Professor David Donald and Ms Wendy Yung Wen-yee.

     The eight re-appointed members are Mr Chew Fook-aun, Professor Goo Say-hak, Ms Roxanne Ismail, Mr Johnson Kong Chi-how, Mr Rainier Lam Hok-chung, Mrs Catherine Morley, Mr Kenneth Ng Sing-yip and Ms Benita Yu Ka-po.

     A Government spokesman said, "With the professional backgrounds and expertise of its members, the SCCLR has been providing valuable advice on company law reform to the Government, thereby contributing to the enhancement of Hong Kong's status as an international commercial and financial centre. In particular, the enactment of the new Companies Ordinance last year represents a major step forward in the development of company law in Hong Kong."

     The spokesman added, "We are grateful to the outgoing Chairman, Mr Godfrey Lam, who has served on the SCCLR since 2005 and was appointed as the Chairman in 2011. With his able leadership, Mr Lam has steered the committee in providing insightful advice on the rewrite of the Companies Ordinance and the exercise to improve corporate insolvency law.

     "We are also grateful to the outgoing members, Mrs Anne Carver and Ms Edith Shih, for their valuable contributions to the SCCLR over the past six years."

     The SCCLR was set up in 1984 to advise the Financial Secretary on amendments to the Companies Ordinance, and the Securities and Futures Ordinance on matters relating to corporate governance and shareholders' protection, as and when necessary.

     Members of the SCCLR include representatives from relevant government departments and regulators, as well as from the relevant sectors or professions such as the accountancy, legal and company secretarial fields.

     The membership list of the SCCLR commencing on February 1, 2013, is as follows:
