Judicial appointments

The following is issued on behalf of the Judiciary:

     The Judiciary today (January 4) announced five judicial appointments covering the District Court and Magistrates' Courts.

     The appointments include four District Judges and one Permanent Magistrate. All appointments are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission. They will take effect from January 7, 2013.

District Judges
---------------

     Mr Lee Wan-tang, Mr Wilson Chan Ka-shun, Dr Harold Leong Kwok-on and Mr Kent Yee Kai-siu are appointed as District Judges.

Permanent Magistrate
--------------------

     Miss Wong Sze-lai is appointed as Permanent Magistrate.

     Further judicial appointments will be announced in due course.

     The biographical notes of the appointees are as follows:
   
Mr Lee Wan-tang

     Mr Lee was born in Hong Kong in 1966. He obtained LL.B and P.C.LL. from the University of Hong Kong in 1989 and 1991 respectively. He further obtained a Diploma in Criminal Justice from the School of Professional and Continuing Education, University of Hong Kong, in 1995. He was admitted as a solicitor in Hong Kong in 1993 and was called to the Bar in Hong Kong in 2000. He joined the then Legal Department as Crown Counsel in 1993 and was promoted to Senior Crown Counsel in 1995. He was promoted to Deputy Principal Government Counsel in 2005 and took up the post of Senior Assistant Director of Public Prosecutions in the same year.

Mr Wilson Chan Ka-shun

     Mr Chan was born in Hong Kong in 1962. He obtained a Bachelor of Laws Degree from the University College London in the United Kingdom in 1984. He passed the Bar Finals Examination of the Council of Legal Education in the United Kingdom in 1985. He was called to the Bar in England and Wales (Middle Temple) and in Hong Kong in 1985. He was admitted as an advocate of the Supreme Court of Singapore in 1995. He has been in private practice since 1986. He was appointed as Deputy District Judge for periods in 2002, 2011 and 2012.

Dr Harold Leong Kwok-on

     Dr Leong was born in Hong Kong in 1966. He obtained a Bachelor of Medicine Degree from the University College and Middlesex Hospital College of Medicine, University of London, in the United Kingdom in 1991. He further obtained LL.B from the City University, London, in 1995 and completed the Legal Practice Course of the College of Law, London, in 1996. He was admitted as a solicitor in Hong Kong in 1998. He has been in private practice since 1998. He was appointed as Deputy District Judge for periods in 2010 and 2012.

Mr Kent Yee Kai-siu

     Mr Yee was born in Hong Kong in 1968. He obtained a Graduate Diploma in Laws from the Staffordshire University, United Kingdom, in 1994 and P.C.LL. from the University of Hong Kong in 1995. He was called to the Bar in Hong Kong in 1995. He has been in private practice since 1996. He was appointed as Deputy District Judge for periods in 2010 and 2011.

Miss Wong Sze-lai

     Miss Wong was born in Hong Kong in 1972. She obtained LL.B. and P.C.LL. from the University of Hong Kong in 1994 and 1995 respectively. She obtained LL.M. in Chinese and Comparative Law from the City University of Hong Kong in 2004. She was called to the Bar in Hong Kong in 1995. She was in private practice from 1996 until she joined the then Legal Department as Crown Counsel in 1997. She was promoted to Senior Government Counsel in 2000.
