Appointment of non-official members to ICAC-related committees

     The Government announced today (December 28) that the Chief Executive has made certain appointments to the Independent Commission Against Corruption (ICAC) Advisory Committee on Corruption (ACOC), the ICAC Citizens Advisory Committee on Community Relations (CACCR), the ICAC Corruption Prevention Advisory Committee (CPAC), the ICAC Operations Review Committee (ORC) and the ICAC Complaints Committee (ICC), all for a term of two years, starting from January 1, 2013. Details of the appointments are as follows:

ACOC
----

     The Chief Executive has appointed Mr Chow Chung-kong as the new Chairman of ACOC. The Chief Executive has also re-appointed Ms Shelley Lee Lai-kuen as a member of ACOC. Mr Michael Sze Cho-cheung has been, in his capacity as the Chairman of ORC, appointed to ACOC as a member. Mr Christopher Chung Shu-kun, Mr Andrew Leung Kwan-yuen and Ms Winnie Tam Wan-chi have also been appointed as new members of ACOC.

     ACOC advises the Commissioner, ICAC, on any aspect of the problem of corruption in Hong Kong and keeps the operational, staffing and administrative policies of the ICAC under review. ACOC also draws to the Chief Executive's attention any special aspect of the work of the ICAC or any problem encountered by it.

CACCR
-----

     The Chief Executive has re-appointed Mr Simon Ip Shing-hing, Mrs Agnes Koon Woo Kam-oi, Mrs Yvonne Law Shing Mo-han, Professor John Lee Chi-kin and Ms Veronica Ma Kit-ching as members of CACCR. Dr Eugene Chan Kin-keung, Mr Edmond Chung Kong-mo, Miss Lee Pik-yee, Mr Norman Lo Kam-wah, Mr Thomas Lo Sui-sing and Professor Lui Tai-lok have been appointed as new members of CACCR.

     CACCR advises the Commissioner on appropriate measures to foster public support in combating corruption and to educate the public against the evils of corruption. It also monitors community response to the ICAC's work and public attitudes towards corruption in general.

CPAC
----

     The Chief Executive has re-appointed Mr Cheung Tat-tong, Mr Chew Fook-aun, Mr Adrian Wong Koon-man, Dr Kelvin Wong Tin-yau and Ms Irene Yau Oi-yuen as members of CPAC. Ms Julia Lau Man-kwan and Dr Li Pang-kwong have been appointed as new members of CPAC.

     CPAC receives and calls for reports from the ICAC about practices and procedures of government departments, public bodies and the private sector which may be conducive to corruption and advises the Commissioner on what areas should be examined and the degree of priority to be accorded to each.

ORC
---

     The Chief Executive has re-appointed Mr Michael Sze Cho-cheung as the Chairman of ORC. Mr Andrew Brandler, Dr Joseph Lee Kok-long, Mr Nicholas Peter Snaith and Mr Anthony Tan Engnam have also been re-appointed as members of ORC. Ms Irene Chow Man-ling, Ir Henry Lam Hing-cheung, Mr Tik Chi-yuen and Mr John Yan Mang-yee have been appointed as new members of ORC.

     ORC monitors the work of the ICAC Operations Department. It reviews corruption complaints received and investigations conducted by the ICAC to ensure that they are handled effectively and efficiently. It also examines circumstances where search warrants are authorised by the Commissioner, where persons have been put on bail for more than six months, and where investigations have been lasting for over a year or requiring substantial resources.

ICC
---

     The Chief Executive has re-appointed Mr Chan Chi-hung as a member of ICC. Mr Cheung Chi-kong has been appointed as a new member of ICC.

     ICC monitors the handling of complaints against the ICAC, reviews ICAC procedures and practices which may lead to complaints and makes recommendations when necessary.

     The Government expresses gratitude to all the outgoing members of the five committees, who will retire on December 31, 2012, for their valuable contributions to the work of the respective committees.

     The non-official membership lists of the five committees are at the Annex.
