Draft Tsuen Wan West Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft Tsuen Wan West Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use planning framework to guide development and redevelopment within the Tsuen Wan West area," a spokesman for the Town Planning Board said today (December 14).
 
     The planning scheme area of about 451 hectares comprises three geographical districts, namely Ting Kau, Sham Tseng and Tsing Lung Tau.

     Two existing sub-urban commercial centres, with an area of about 0.6 hectares, are zoned "Commercial". They include the sub-district commercial centre associated with the Hong Kong Garden development in Tsing Lung Tau and the cluster of specialty roast-goose restaurants in Sham Tseng.

     A site on the headland between Ting Kau Beach and Lido Beach, with an area of about 0.6 hectares, is designated as "Comprehensive Development Area (1)" with the planning intention for hotel development.

     Some 9.3 hectares of land is zoned "Residential (Group A)" and its sub-areas to reflect a number of existing high-density residential developments in Sham Tseng. About 20.8 hectares of land is zoned "Residential (Group B)" and its sub-area for medium-density residential developments in Sham Tseng and Tsing Lung Tau. A total of 8.5 hectares of land is zoned "Residential (Group C)" and its sub-areas primarily intended for low-rise, low-density residential developments. The site of licensed structures and other temporary structures in Sham Tseng San Tsuen, with an area of about 0.7 hectares, is zoned "Residential (Group D)" intended for improvement and upgrading of the area through redevelopment of existing temporary structures into permanent buildings.

     About 1.5 hectares of land, covering the two Garden Co Ltd sites, in Sham Tseng are zoned "Residential (Group E)" to encourage phasing out of existing industrial uses through redevelopment for residential use on application to the Board.

     A total of 13.9 hectares of land is zoned "Village Type Development" to demarcate existing recognised villages and areas suitable for village expansion. To serve the local and/or district needs, about 10.1 hectares of land is zoned "Government, Institution or Community" and its sub-area. In addition, about 7.8 hectares of land is designated as "Open Space" for seven gazetted beaches and open space development.

     About 1.7 hectares of land is zoned "Other Specified Uses" to cover a number of specified uses including the existing Airport Core Programme Exhibition Centre near Hoi Mei Beach and the Sham Tseng Sewage Treatment Works. The sloping area to the west of Hong Kong Garden, with an area of about 9.4 hectares, is zoned "Undetermined" and the use of this area is still subject to further investigation related to the proposed North West New Territories urban route (Route 10).

     The "Green Belt" zone with an area of about 302.2 hectares serves to protect the existing natural environment from encroachment by urban development.

     The approved Tsuen Wan West OZP No. S/TWW/19 is available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of Planning Department in North Point and Sha Tin, the Tsuen Wan and West Kowloon District Planning Office, the Tsuen Wan District Office, and the Tsuen Wan Rural Committee.

     Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed on the Town Planning Board's website at www.info.gov.hk/tpb.
