The Government announced today (November 20) the appointment of Mr Ling Kar-kan, Deputy Director of Planning, to succeed Mr Jimmy Leung Cheuk-fai as Director of Planning with effect from December 9, 2012. Mr Leung will proceed on pre-retirement leave on the same day after 34 years of service with the Government.
Commenting on the appointment of Mr Ling, the Secretary for the Civil Service, Mr Paul Tang, said, "Mr Ling has proven leadership and administrative skills, and profound professional knowledge as well as extensive operational experience. I have every confidence that he will be able to lead the Planning Department to meet the challenges ahead."
On the retirement of Mr Leung, Mr Tang said, "Mr Leung has served with zeal and commitment in the civil service throughout the years. As Director of Planning, Mr Leung has led the department to make professional contributions to the formulation of sustainable strategies and plans for the use and development of land. He has also played a key role in the work of the Town Planning Board. I sincerely wish him a happy retirement."

Mr Jimmy Leung Cheuk-fai

Aged 59, Mr Leung joined the Government as an Assistant Town Planner in May 1978. He was promoted to Chief Town Planner in October 1994, to Government Town Planner in April 1999 and to Principal Government Town Planner in June 2007. He has been the Director of Planning since June 2010.
Mr Ling Kar-kan

Aged 55, Mr Ling joined the Government as an Assistant Town Planner in September 1983. He was promoted to Chief Town Planner in May 1996, to Government Town Planner in June 2008 and to Principal Government Town Planner in February 2011. He is currently the Deputy Director of Planning/Territorial.
