Police will implement special traffic arrangements to facilitate the holding of a soccer match held at the Hong Kong Stadium on Sunday (November 11).
The following traffic arrangements will be implemented from 1pm:
I. Traffic diversion
(a) A section of Caroline Hill Road between Leighton Road and Stadium Path will be re-routed one way southbound (an anti-clockwise system);
(b) A section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed one way northbound (an anti-clockwise system);
(c) Traffic cones will be laid on a section of Caroline Hill Road between Leighton Road and Link Road to allow two lanes of traffic entering Caroline Hill Road from Hoi Ping Road;
(d) Traffic from Link Road downhill to northbound Caroline Hill Road must turn left to westbound Leighton Road;
(e) A section of Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed one-way eastbound;
(f) Traffic cones will be laid on eastbound Hysan Avenue to facilitate two lanes of traffic to turn right to Hoi Ping Road;
(g) Traffic on westbound Hysan Avenue between Yun Ping Road and Sunning Road must turn left to Sunning Road;
(h) Vehicles leaving the Lee Gardens must turn left to Hysan Avenue;
(i) Depending on traffic situation, a section of Lee Garden Road between Foo Ming Street and Lan Fong Road may be re-routed one-way northbound. Vehicular traffic at Lan Fong Road must turn right to this section of re-routed Lee Garden Road and then to Percival Street via Foo Ming Street; and
(j) All vehicles heading for the Hong Kong Stadium may be permitted to turn right from the offside lane of eastbound Leighton Road to Caroline Hill Road.
II. Road closure
(a) A section of Caroline Hill Road between Cotton Path and Leighton Road/Pennington Street will be closed; and
(b) A section of westbound Hysan Avenue between Hoi Ping Road and Sunning Road.
III. Passenger alighting arrangements
(a) The drop-off zone for taxis will be at the southern kerbside of Eastern Hospital Road at the eastern side of the main entrance of the Stadium; and
(b) The drop-off zone for private cars will be at the northern kerbside of Eastern Hospital Road at the eastern side of the Stadium. Private cars are not allowed to drop off outside the main entrance of the Stadium.
The following traffic arrangements will be implemented from 4pm:
(a) Caroline Hill Road will be closed. Before the crowd dispersal, vehicles may be permitted to exit South China Athletic Association carparks and the western entrance / exit of Electrical and Mechanical Services Department (EMSD) Workshops by turning right to northbound Caroline Hill Road. Vehicles may also be permitted to exit from the eastern entrance / exit of EMSD Workshops by turning left to northbound Caroline Hill Road;
(b) A section of Eastern Hospital Road between Caroline Hill Road and Cotton Path will be closed. Before the crowd dispersal, vehicles may be permitted to exit buildings on this road by turning right to northbound Eastern Hospital Road;
(c) Vehicles will be banned from entering Caroline Hill Road for Link Road via Leighton Road;
(d) If necessary, consideration may be given to closing the whole of Leighton Road. In such case, traffic from westbound Causeway Road will be directed to Irving Street; traffic from eastbound Morrison Hill Road will be diverted through Canal Road West; traffic from southbound Percival Street must turn right to westbound Leighton Road; and traffic from southbound Canal Road East cannot turn left to Leighton Road;
(e) If necessary, the downhill section of northbound Link Road will be closed except for vehicles heading for No.1, 3, 5 and 7 on Link Road; and
(f) Hoi Ping Road may be closed.
Learner drivers prohibition

The following roads will be prohibited to all learner drivers between 12noon and 5.30pm:
(a) Westbound Leighton Road;
(b) Sharp Street East;
(c) Percival Street south of Hennessy Road;
(d) Caroline Hill Road;
(e) Link Road;
(f) Stadium Path;
(g) Cotton Path;
(h) Eastern Hospital Road; and
(i) Eastern Hospital service road.
In addition, learner drivers will not be allowed to enter Tung Lo Wan Road from Causeway Road.
Parking spaces

All on-street parking spaces on the following roads will be suspended between 12noon and 5.30pm:
(a) Stadium Path;
(b) A section of northbound Caroline Hill Road between Stadium Path and Cotton Path;
(c) Yun Ping Road; and
(d) Hoi Ping Road.
Any vehicles found illegally parked within the precinct of the special traffic arrangements specified above will be towed away without prior notice.
Actual implementation of road closures and traffic control will be made by the Police at the time depending on traffic conditions in the areas. Motorists are urged to take heed of traffic signs and follow the instructions of Police at scene.
