Following is the transcript of remarks by the Secretary for Transport and Housing, Professor Anthony Cheung Bing-leung at a media session after attending a radio programme today (October 20):

Reporter: Small house policy......

Secretary for Transport and Housing: Actually it is not too appropriate for me to say too much about small house policy because this is outside my policy portfolio. But as far as I understand, the small house policy has its historical origin from the pre-1997 administration and it is something that the indigenous population in the New Territories has very strong interests in. But of course on the larger question of land development, we have to ensure that our precious land resources are well utilised. We have increasing demand for land whether in terms of residential housing, commercial activities or even office accommodation. How do we balance between built environment and open space, I think we have to take a more comprehensive view as regards land planning, so in that context, land for village housing is only part of it. I can tell you the government will be very careful in terms of balancing different interests.
