Chief Executive appoints two new members to Executive Council

     The Chief Executive, Mr C Y Leung, today (October 17) announced the appointment of Mr Jeffrey Lam Kin-fung and Mrs Regina Ip Lau Suk-yee as Non-Official Members of the Executive Council (ExCo) with immediate effect.

     "Mr Jeffrey Lam and Mrs Regina Ip have rich experience in the Legislative Council (LegCo) and public service, and are committed to fostering the development of Hong Kong. I am pleased to have them joining the Executive Council," Mr Leung said.  

     "The appointment of two more LegCo members will not only help strengthen the relationship between the executive and legislature, but also facilitate the Hong Kong Special Administrative Region (HKSAR) Government in formulating policies that are more responsive to public demand."

     With the two new appointees, the current-term ExCo comprises all 15 Principal Officials appointed under the accountability system and 16 Non-Official Members.

     Following are biographical notes on the new members:

Mr Jeffrey Lam Kin-fung

     Aged 60. Mr Lam obtained his Bachelor of Science in Mechanical Engineering from Tufts University in the United States. He is currently a Legislative Council member, a member of the National Committee of the Chinese People's Political Consultative Conference, vice chairman of the Business and Professionals Alliance for Hong Kong, Managing Director of Forward Winsome Industries Limited, general committee member of the Hong Kong General Chamber of Commerce and the Federation of Hong Kong Industries, and honorary president of PRD Council. He also serves as a board member of Board of the West Kowloon Cultural District Authority, a member of the Standing Commission on Civil Service Salaries and Conditions of Service, a non-official member of the Steering Committee on the Community Care Fund, a member of the Airport Authority and a member of the Fight Crime Committee. He was awarded the Gold Bauhinia Star in 2011.

Mrs Regina Ip Lau Suk-yee

     Aged 62. Mrs Ip graduated from the Faculty of Arts of the University of Hong Kong. She received her Master of Letters from the University of Glasgow and Master Degrees in Management and East Asian Studies from Stanford University. She is currently a Legislative Council member and Chairperson of the New People's Party and the Savantas Policy Institute. As a former Administrative Officer of the Hong Kong Government, Mrs Ip has worked in a wide range of policy areas, including home affairs, security, trade and industry. She has served as the Director of Immigration in 1996 and the Secretary for Security of the HKSAR Government in 1998.  She was awarded the Gold Bauhinia Star in 2002.
