The Government announced today (September 28) that Ms Sophia Kao Ching-chi and Mr Charles Kwan Wing-kei have been appointed as full-time members of the Central Policy Unit. The terms of appointment of Ms Kao and Mr Kwan will be from October 3, 2012 to October 2, 2014 and October 3, 2012 to March 31, 2013 respectively.
Ms Kao is an experienced professional in human resources management and corporate administration. She has over 28 years' experience of human resources management and development in public bodies and major companies, including the Airport Authority Hong Kong, Hong Kong Telephone Company Group/Hong Kong Telecom and the Mass Transit Railway Corporation Ltd. Ms Kao has also devoted herself to volunteer work in public and community services since 1999. She is currently Chairman of Financial Reporting Council.
Ms Kao will assist the Head of the Central Policy Unit, Mr Shiu Sin-por, in advising the Chief Executive, the Chief Secretary for Administration and the Financial Secretary on various public policy issues, in particular those in relation to cultivating and building a reserve of talents on public policy in support of Hong Kong's future development.
Mr Kwan is an experienced professional in the publishing industry, having worked with various publishers including the Sino United Publishing (Holdings) Ltd, the Commercial Press (HK) Ltd and Publications (Holdings) Ltd. Mr Kwan also has rich media experience, and writes columns and features for various Chinese newspapers in Hong Kong and North America.
Mr Kwan will assist the Head of the Central Policy Unit in advising the Chief Executive, the Chief Secretary for Administration and the Financial Secretary on various public policy issues, including media and political development in Hong Kong. Mr Kwan will also assist the Chief Executive in drafting the Policy Address and major speeches.
The Head of the Central Policy Unit said he was pleased with the appointments, and believes the professionalism and experience of Ms Kao and Mr Kwan will contribute greatly towards the Unit's work.
