September 2012 issue of the Hong Kong Monthly Digest of Statistics is now available

     The Census and Statistics Department (C&SD) published today (September 17) the September 2012 issue of the Hong Kong Monthly Digest of Statistics (HKMDS).

     In this issue, two feature articles entitled "Composite Employment Estimates 2011" and "Statistics on Comprehensive Social Security Assistance Scheme, 2001 to 2011" are included.

"Composite Employment Estimates 2011"

     In the study of employment statistics, there is a common issue arising from the discrepancies observed between the employment data obtained from establishment-based surveys which refer to occupied posts in firms, and those data obtained from household surveys which refer to persons employed.  In Hong Kong, this issue is tackled through the compilation of a set of Composite Employment Estimates (CEE) which reconcile, under a designated statistical framework, the results obtained from the household-based General Household Survey and the establishment-based Quarterly Survey of Employment and Vacancies.

     This feature article provides the CEE figures for 2006 to 2011.  It also gives an account of the characteristics of CEE and briefly discusses the differences and usage of the CEE vis-à-vis the other employment figures.

"Statistics on Comprehensive Social Security Assistance Scheme, 2001 to 2011"

     An upward trend can be seen in the Comprehensive Social Security Assistance (CSSA) expenditure during 2001-02 to 2011-12.  The CSSA expenditure of 2011-12 rose slightly from $18.5 billion in 2010-11 to $19.5 billion, which was however increased noticeably by 35.7% as compared with the expenditure in 2001-02.  Its share among total recurrent government expenditure in 2011-12 was 8.0%, compared with 7.4% in 2001-02.  As at end-2011, total number of CSSA cases amounted to 276 710, smaller than that as at end-2010 by 2.3%.  However, as compared with the 241 673 cases in end-2001, the average growth in the total number of cases increased by 1.4% per annum over the past decade.

     This feature article describes the major changes in the number of cases and recipients over this period.
