Following is the transcript of remarks made by the Secretary for Food and Health, Dr Ko Wing-man, after attending a public function this afternoon (September 15):
Reporter: (On Mainland mothers with children born in Hong Kong be allowed to apply for a single entry visa to stay in Hong Kong.)
Secretary for Food and Health: The system of single entry to Hong Kong is controlled by the Mainland Authority and there is a quota for reason which has already been explained over many and many times by the Authority. But we have to understand that this is a necessary measure to help containing the various social problems that might have been brought to Hong Kong if there is no quota system.
