Chief Executive's Office statement

     In response to an allegation in a newspaper report today (September 14) that the Chief Executive, Mr C Y Leung, has emailed all policy bureaux asking them to submit policy initiatives on livelihood measures which could be implemented in the first 100 days in office so that the Government could earn public recognition, the Chief Executive's Office (CE's Office) issued the following statement:

     In early August this year, the CE's Office followed past practice and sent an email to all policy bureaux inviting them to propose policy initiatives to kick-start the preparation of the Policy Address. In order to allow full-fledged consultation with Members of the new-term Legislative Council, the Chief Executive has announced earlier that the Policy Address would be deferred from October this year to January next year. During this period, the Chief Executive will adopt the approach of launching policy initiatives once they are ready to address the needs of the community. Accordingly, his Office also invited all bureaux in the aforesaid email to propose policy initiatives which could be implemented in the shorter term.

     In fact, through the co-operation and co-ordination of all policy bureaux and the civil service, the new-term Government has already announced five major policy measures and implemented six key initiatives to improve people's livelihood within just over two months of assuming office. Looking ahead, the Chief Executive will continue to honour his election pledges, address the pressing needs of the public, and introduce changes to Hong Kong while preserving stability. The political team and the civil service will also continue to serve the people of Hong Kong with one heart and one vision.
