Appointment of Law Draftsman

     The Department of Justice announces today (August 1) the appointment of Mr Paul Wan How-leung as the Law Draftsman, the head of the Law Drafting Division of the Department of Justice.

     Mr Wan was selected for the position through a promotion-cum-open recruitment exercise.  He will assume duty in mid-October 2012.

     Welcoming the appointment, the Secretary for Justice, Mr Rimsky Yuen, SC, said that Mr Wan has sound professional experience in the legislative drafting field with notable leadership.

     "I am sure that he will bring a wealth of experience and expertise to the Department of Justice.  I very much look forward to working with him," said Mr Yuen.

     Mr Yuen also expressed his gratitude to Mr Eamonn Moran, who has completed his tenure as the Law Draftsman, for his valuable contribution over the years.

     The Law Draftsman, who is ranked at Law Officer (DL6) level, is responsible for overseeing the drafting of all government legislation and advising on complex and important legal issues identified in the course of developing draft legislation.

     A brief biographical note on Mr Wan is set out below:

     Mr Paul Wan How-leung, aged 52, was brought up in Hong Kong.  After completing his secondary education, he received university education in Australia.  He was admitted as Barrister and Solicitor of the Supreme Court of the Australian Capital Territory in 1985.  He was also admitted as Attorney, Solicitor and Proctor of the Supreme Court of New South Wales in 1986 in Sydney.  

     Mr Wan has 25 years of experience in the drafting of legislation in a wide spectrum of areas.  He served in the Office of Parliamentary Counsel of the Commonwealth Government, Australia, for 15 years.  After that, he has taken up senior posts in the Office of Parliamentary Counsel in the Northern Territory, Australia, since 2004 and is now the Deputy Parliamentary Counsel of the Office.
