Police will implement special traffic arrangements to facilitate the public to attend a soccer match held at the Hong Kong Stadium tomorrow (July 29).
The following traffic arrangements will be implemented from 3pm or as necessary:
Phase I
-------
I. Traffic diversions
(a) A section of Caroline Hill Road between Leighton Road and Stadium Path will be re-routed one way southbound (an anti-clockwise system); and
(b) A section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed one way northbound (an anti-clockwise system).
II. Road closure
A section of Caroline Hill Road between Cotton Path and Leighton Road/Pennington Street will be closed (except for vehicles to St. Paul's Hospital when the access from Tung Lo Wan Road is closed).
III. Passenger alighting arrangements
(a) The drop-off zone for taxis will be at the southern kerbside of Eastern Hospital Road at the eastern side of the main entrance of the Stadium; and
(b) The drop-off zone for private cars will be at the northern kerbside of Eastern Hospital Road at the eastern side of the Stadium. Private cars are not allowed to drop off outside the main entrance of the Stadium.
Phase II
--------
I. Traffic diversions
(a) Same as Phase I; and
(b) Traffic cones will be laid on a section of Caroline Hill Road between Leighton Road and Link Road to allow two lanes of traffic entering Caroline Hill Road from Hoi Ping Road;
(c) Traffic from Link Road downhill to northbound Caroline Hill Road must turn left to westbound Leighton Road;
(d) A section of Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed one-way eastbound;
(e) Traffic cones will be laid on eastbound Hysan Avenue to facilitate two lanes of traffic to turn right to Hoi Ping Road;
(f) Traffic on westbound Hysan Avenue between Yun Ping Road and Sunning Road must turn left to Sunning Road;
(g) Vehicles leaving the Lee Gardens must turn left to Hysan Avenue; and
(h) Depending on traffic situation, a section of Lee Garden Road between Foo Ming Street and Lan Fong Road may be re-routed one-way northbound. Vehicular traffic at Lan Fong Road must turn right to this section of re-routed Lee Garden Road and then to Percival Street via Foo Ming Street.
II. Road closure
(a) Same as Phase I; and
(b) A section of westbound Hysan Avenue between Hoi Ping Road and Sunning Road.
III. Passenger alighting arrangements
Same as Phase I.
Phase III
---------
Apart from traffic arrangements implemented in the previous two phases, all vehicles heading for the Hong Kong Stadium may be permitted to turn right from the offside lane of eastbound Leighton Road to Caroline Hill Road.
The following traffic arrangements will be implemented from 6.30pm or as necessary until the crowds have dispersed:
(a) Caroline Hill Road will be closed to all traffic;
(b) A section of Eastern Hospital Road between Caroline Hill Road and Cotton Path and its service road near Buddhist Wong Fung Ling College will be closed to all traffic;
(c) Cotton Path will be closed to all traffic;
(d) Vehicles will be banned from entering Caroline Hill Road for Link Road via Leighton Road;
(e) Where large crowds are expected, consideration may be given to closing the whole of Leighton Road. In this event, traffic from westbound Causeway Road will be directed to Irving Street; traffic from eastbound Morrison Hill Road will be diverted through Canal Road West; traffic from southbound Percival Street must turn right to westbound Leighton Road; and traffic from southbound Canal Road East will be banned from turning left to Leighton Road.
(f) If necessary, the downhill section of northbound Link Road will be closed except for vehicles heading for No. 1A, 3, 5 and 7 on Link Road; and
(g) Hoi Ping Road will be closed.
Learner drivers prohibition
---------------------------
The following roads will be prohibited to all learner drivers between 2pm and 8.30pm:
(a) Leighton Road;
(b) Hysan Avenue;
(c) Percival Street south of Hennessy Road;
(d) Caroline Hill Road;
(e) Link Road;
(f) Stadium Path;
(g) Cotton Path;
(h) Eastern Hospital Road; and
(i) Eastern Hospital service road.
In addition, learner drivers will not be allowed to enter Tung Lo Wan Road from Causeway Road.
Parking spaces
--------------
All on-street parking spaces on the following roads will be suspended between 2pm and 8.30pm:
(a) Stadium Path;
(b) A section of northbound Caroline Hill Road between Stadium Path and Cotton Path; and
(c) Hoi Ping Road (including all disabled parking spaces).
Any vehicles found illegally parked within the precinct of the above areas will be towed away without prior notice.
Vehicles parked in carparks within the closed areas (Caroline Hill Road, Eastern Hospital Road, Stadium Path and Tung Lo Wan Road between Cotton Path and Causeway Road) will not be permitted to leave or enter the carparks during the road closure period.
Motorists are urged to take heed of traffic signs and follow the instructions of Police at the scene.
