Tender exercise for private hospital sites in Wong Chuk Hang and Tai Po closed

     The open invitation for tenders from local and overseas parties for the development of private hospitals at two reserved sites at Wong Chuk Hang and Tai Po closed today (July 27).

     A spokesman for the Food and Health Bureau said, "We have received tenders for both sites, reflecting that the market is interested in private hospital development.

     "An assessment panel, set up by the Food and Health Bureau, will follow the established government procurement and tendering procedures to assess the tenders according to the marking scheme published in the tender documents. We expect to announce the tender results in early 2013. The new private hospitals are expected to commence service in 2018."

     To facilitate the development of private hospitals, the Government has reserved four sites at Wong Chuk Hang, Tseung Kwan O, Tai Po and Lantau for this purpose. The two sites put out for open tenders this time, which were started on April 13 this year, are located at Wong Chuk Hang and Tai Po.

     "To ensure that the two new private hospitals will provide services of good quality and cater for the needs of the general public, the Government has included a set of special requirements for hospital development at the sites. The requirements include various restrictions on land use, timing of commencement of hospital operations, bed capacity, scope of services, price transparency and service standards," the spokesman added.

     The Government will adopt a two-envelope tender approach, with 70 per cent weighting on the service quality and 30 per cent on the premium in the assessment of the tenders.
