Draft Lai Chi Wo, Siu Tan and Sam A Tsuen Development Permission Area Plan approved

     The Chief Executive in Council has approved the draft Lai Chi Wo, Siu Tan and Sam A Tsuen Development Permission Area (DPA) Plan.

     "The approved DPA Plan is to provide planning guidance and to facilitate development control within the Lai Chi Wo, Siu Tan and Sam A Tsuen area during the period required for detailed analysis of the land use pattern, study of infrastructural provisions and examination of development options for the formulation of an outline zoning plan (OZP)," a spokesman for the Town Planning Board said today (July 13).

     The Planning Scheme Area covers an area of about 131 hectares, with 90 hectares in the Lai Chi Wo area, 20 hectares in the Siu Tan area, and 21 hectares in the Sam A Tsuen area. Within the Plover Cove Country Park, the Area has high scenic value forming part of the wider natural system of Pat Sin Leng and Plover Cove countryside. It is adjacent to the ecologically sensitive Yan Chau Tong Marine Park and the Lai Chi Wo Beach Site of Special Scientific Interest.

     The general planning intention is to protect its high conservation and landscape value and the rural settings which complement the overall beauty of the natural landscape of the surrounding Plover Cove Country Park.

     A total area of 4.91 hectares is zoned "Village Type Development" ("V") to reflect existing recognised villages which include Lai Chi Wo, Mui Tsz Lam, Kop Tong and Sam A Tsuen.

     Owing to the urgency to establish planning control under the DPA plan, except land within the "V" zone, the Area has been designated "Unspecified Use" pending detailed analysis and studies to establish the appropriate land uses in the course of the preparation of OZP.

     The approved Lai Chi Wo, Siu Tan and Sam A Tsuen DPA Plan No. DPA/NE-LCW/2 is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters in North Point and Sha Tin, the Sha Tin, Tai Po and North District Planning Office, the North District Office and the Sha Tau Kok District Rural Committee.

     Copies of the approved DPA Plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed on the Board's website at www.info.gov.hk/tpb.
