Senior appointments (with photos)

     The Government announced today (July 12) the following senior appointments:

(a)  Miss Susie Ho Shuk-yee, ex-Director of Administration and Development in the Department of Justice, will assume the post of Commissioner for Transport on July 16, 2012;

(b)  Ms Kitty Choi Kit-yu, ex-Deputy Secretary for Food and Health (Food), will assume the post of Director of Administration on July 16, 2012. She will succeed Miss Jennifer Mak Yee-ming, who will retire after 30 years of service; and

(c)  Mr Kenneth Mak Ching-yu, ex-Permanent Secretary, Chief Executive's Office, will assume the post of Director-General of Trade and Industry on July 16, 2012. He will succeed Ms Maria Kwan Sik-ning, who will retire after 38 years of service.

     Commenting on the appointments in the Administrative Service, the Secretary for the Civil Service, Mr Paul Tang, said, "The appointees are seasoned Administrative Officers with rich experience in public administration and proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism and dedication in their new capacities, and ably lead their offices to meet the challenges ahead."

     On the retirement of Miss Mak and Ms Kwan, Mr Tang said, "The two retiring officers have served with strong drive and commitment in the civil service throughout the years. They have made exemplary contributions to the development of Hong Kong in various spheres.

     "During her tenure as Director of Administration, Miss Mak competently led her staff to co-ordinate the Administration's business with the Legislative Council and to facilitate close communication with the Consular Corps. She had also served with zeal and commitment in planning and taking forward the Tamar Development Project, ensuring its completion on time.

     "As Director-General of Trade and Industry, Ms Kwan made commendable efforts in promoting further liberalisation and facilitation measures under the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA) so as to enable more favourable access to the Mainland market for Hong Kong's goods and services. Under her leadership, a wealth of new measures were also put in place to support the further development of small and medium enterprises.

     "We sincerely wish the two colleagues a happy retirement."

     Brief biographical notes on the five officers are set out below:

Miss Jennifer Mak Yee-ming
--------------------------

     Aged 54. Miss Mak joined the Administrative Service in August 1981 and rose to her present rank of Administrative Officer Staff Grade A in April 2009.

     Miss Mak has served in various bureaux and departments, including the Social Welfare Department, the Standing Commission on Civil Service Salaries and Conditions of Service, the Lands Department (later renamed Buildings and Lands Department), the former Administrative Services and Information Branch, the former City and New Territories Administration, the former Transport Branch, the former Economic Services Branch and the former Trade Department. Miss Mak was Deputy Director of Housing from January 1997 to August 2000 and Deputy Secretary for the Civil Service from October 2000 to October 2007. She has been Director of Administration since October 2007.

Ms Maria Kwan Sik-ning

     Aged 59. Ms Kwan joined the Government in July 1974 as an Executive Officer. She joined the Administrative Service in October 1979 and rose to her present rank of Administrative Officer Staff Grade A in April 2010.

     Ms Kwan has served in various bureaux and departments, including the former New Territories Administration, the former Economic Services Branch, the former Finance Branch, the former Monetary Affairs Branch and the former Trade Department. She was Deputy Secretary for Economic Services from May 1994 to July 2001, Government Property Administrator from August 2001 to May 2006 and Director of Government Logistics from June 2006 to July 2009. She has been Director-General of Trade and Industry since August 2009.

Miss Susie Ho Shuk-yee

     Aged 51. Miss Susie Ho Shuk-yee joined the Administrative Service in August 1983 and rose to her present rank of Administrative Officer Staff Grade A in April 2009.

     Miss Ho has served in various bureaux and departments, including the former Urban Services Department, the former Transport Branch, the former Councils and Administration Branch, the Lands Department (later renamed Buildings and Lands Department), the former Lands and Works Branch, the former Monetary Affairs Branch, the former City and New Territories Administration, the former Home Affairs Branch and the Judiciary. She was Deputy Secretary for Financial Services (later renamed Deputy Secretary for Financial Services and the Treasury (Financial Services)) from July 1999 to October 2003, Deputy Secretary for Health, Welfare and Food (Welfare) from October 2003 to July 2004, and Deputy Secretary for Health, Welfare and Food (Health) from July 2004 to November 2006. She was Director of Administration and Development in the Department of Justice from November 2006 to April 2012.

Ms Kitty Choi Kit-yu

     Aged 47. Ms Choi joined the Administrative Service in July 1986 and rose to her present rank of Administrative Officer Staff Grade B1 in April 2008.

     Ms Choi has served in various bureaux and departments, including the former City and New Territories Administration, the former Administrative Services and Information Branch, the former Chief Secretary's Office, the former Civil Service Branch, the former Industry Department, the Information Services Department and the former Transport Bureau. She was Head of the Hong Kong Guangdong Cooperation Coordination Unit from August 2001 to November 2004, Deputy Director of Leisure and Cultural Services from November 2004 to April 2006 and Head of the Efficiency Unit from April 2006 to August 2009. She was Deputy Secretary for Food and Health (Food) from August 2009 to June 2012.

Mr Kenneth Mak Ching-yu

     Aged 56. Mr Mak joined the Administrative Service in October 1986 and rose to his present rank of Administrative Officer Staff Grade B1 in April 2008.

     Mr Mak has served in various bureaux and departments, including the former City and New Territories Administration, the Standing Commission on Civil Service Salaries and Conditions of Service, the former Finance Branch, the former New Airport Projects Co-ordination Office, the former Trade and Industry Branch (later renamed Trade and Industry Bureau) and the Financial Secretary's Office. He was Deputy Secretary for Trade and Industry (later renamed Deputy Secretary for Commerce, Industry and Technology (Commerce and Industry)) from April 2000 to April 2003, Deputy Director of Housing from April 2003 to July 2007, and Private Secretary to the Chief Executive from July 2007 to April 2010. He was Permanent Secretary, Chief Executive's Office from April 2010 to June 2012.
