The Chief Executive-elect (CE-elect), Mr C Y Leung, today (June 29) announced the membership of the new-term Executive Council (ExCo) of the Hong Kong Special Administrative Region.
The new ExCo comprises all 15 Principal Officials appointed under the accountability system and 14 non-official members. Their term will take effect on July 1.
The 14 non-official members are Mr Lam Woon-kwong (Convenor), Mr Cheng Yiu-tong, Mrs Laura Cha Shih May-lung, Ms Anna Wu Hung-yuk, Professor Arthur Li Kwok-cheung, Mr Andrew Liao Cheung-sing, Mr Chow Chung-kong, Mr Cheung Hok-ming, Mrs Fanny Law Fan Chiu-fun, Mr Barry Cheung Chun-yuen, Mr Cheung Chi-kong, Mr Franklin Lam Fan-keung, Mr Bernard Charnwut Chan and Ms Starry Lee Wai-king.
Following are biographical notes on the non-official members:
Mr Lam Woon-kwong

Aged 61. Mr Lam graduated from the Social Sciences Faculty of the University of Hong Kong. He received his Master Degrees in Public Administration from the Harvard University and Buddhist Studies from the University of Hong Kong. He held a Secretary-level post in the former Hong Kong Government, and served as a Principal Official and official under the accountability system in the Hong Kong Special Administrative Region Government. He was the Chief Executive Officer of the Equestrian Events (Hong Kong) of the Games of the XXIX Olympiad Company Limited. He is currently the Chairperson of the Equal Opportunities Commission. Mr Lam has been involved in various public service roles including Board Member of the Hong Kong Philharmonic Orchestra. He was awarded the Gold Bauhinia Star in 2000.
Mr Cheng Yiu-tong

Aged 63. Mr Cheng is the Honorary President of the Hong Kong Federation of Trade Unions. Mr Cheng has contributed significantly to labour matters over several decades and has rich experience in labour union work. He was a member of the Commission on Strategic Development, the Consultative Committee on the New Airport and Related Projects, the Labour Advisory Board, the Legislative Council and the Hospital Authority. Currently he is a Hong Kong Deputy to the National People's Congress of the People's Republic of China. He is also a member of the Po Leung Kuk Advisory Board, Chairman of the Hong Kong-China Relation Strategic Development Research Fund and Council Member of the Hong Kong Development Forum. He was awarded a Gold Bauhinia Star in 2008.
Mrs Laura Cha Shih May-lung

Aged 62. Mrs Cha has a legal background and worked for a long time in the financial and securities sector, including serving in key posts both in Hong Kong and the Central Government's securities regulatory bodies. She was the Chairman of the University Grants Committee and an Independent Non-executive Director of the Hong Kong Exchanges and Clearing Limited. She is currently a Hong Kong Deputy to the National People's Congress of the People's Republic of China. She is also the Chairman of the Advisory Committee on Corruption of the Independent Commission Against Corruption and member of the Non-official Justices of the Peace Selection Committee. She was awarded a Gold Bauhinia Star in 2009.
Ms Anna Wu Hung-yuk

Aged 60. Ms Wu has legal expertise and is now a management consultant. She was a Legislative Council member as well as Chairperson of the Equal Opportunities Commission, the Consumer Council and the Operations Review Committee of the Independent Commission Against Corruption. Ms Wu was also a member of the Law Reform Commission and the Hospital Authority. She was Director of the Hong Kong Mortgage Corporation Limited and Non-executive Director of the Securities and Futures Commission. She is currently the Chairperson of the Mandatory Provident Fund Schemes Authority and Council Member of the Hong Kong International Arbitration Centre. She was awarded a Gold Bauhinia Star in 2011.
Professor Arthur Li Kwok-cheung

Aged 67. Professor Li obtained his degree of Doctor of Medicine from the University of Cambridge. He is the Emeritus Professor of Surgery of the Chinese University of Hong Kong. He is the Deputy Chairman of the Bank of East Asia Limited and a member of the Chinese People's Political Consultative Conference. Professor Li was Professor of Surgery and Chairman of the Department of Surgery, Dean of the Faculty of Medicine and Vice-Chancellor at the Chinese University of Hong Kong. He was the Secretary for Education and Manpower, and a member of the Executive Council of the Hong Kong Special Administrative Region Government from 2002 to 2007. Professor Li was awarded a Gold Bauhinia Star in 2000.
Mr Andrew Liao Cheung-sing

Aged 62. Mr Liao is a Senior Counsel. He served as Deputy Judge of the High Court in 1990 and as Recorder of the Court of First Instance, High Court, in 2000. He was also a member of the Law Reform Commission, Chairman of the ICAC Complaints Committee, board member of the Airport Authority Hong Kong, Director of Aviation Security Company Limited and member of the Tung Wah Group of Hospitals Advisory Board. He is currently a member of the Chinese People's Political Consultative Conference, Chairman of the Air Transport Licensing Authority, Chairman of the Steering Committee on Review of Intellectual Property Issues in the Innovation and Technology Sector, Chairman of the Advisory Committee on Review of the Patent System, and Council Member of the China Law Society. He was awarded a Gold Bauhinia Star in 2008.
Mr Chow Chung-kong

Aged 61. Mr Chow, a Chartered Engineer, is currently the Chairman of the Hong Kong Exchanges and Clearing Limited, Chairman of the Hong Kong General Chamber of Commerce, Steward of the Hong Kong Jockey Club, Member of the Board of Directors of the Hong Kong Community Chest, and Member of the Standing Committee on Directorate Salaries and Conditions of Service and the Standing Committee on Judicial Salaries and Conditions of Service. Mr Chow was the Chief Executive Officer of the MTR Corporation from 2003 to 2011.
Mr Cheung Hok-ming

Aged 60. Mr Cheung is a member of the Chinese People's Political Consultative Conference. He is a Legislative Council member, Vice-chairman of the Heung Yee Kuk, Chairman of the Tai Po District Council and Honorary President of the New Territories Association of Societies. He was a member of the Commission on Strategic Development and the Advisory Committee on Admission of Quality Migrants and Professionals. He was awarded a Gold Bauhinia Star in 2009.
Mrs Fanny Law Fan Chiu-fun

Aged 59. Mrs Law obtained her Bachelor Degree of Science from the University of Hong Kong, and Master Degree in Public Administration from Harvard University and Master Degree in Education from the Chinese University of Hong Kong. She is a former Administrative Officer of the Hong Kong Government, having worked in a range of policy areas, including medical and health, narcotics, economic services, home affairs, social welfare, civil service, planning and lands, housing, transport, education and anti-corruption. She has served as the Administrative Assistant to the Chief Secretary, Director of the first Hong Kong Special Administrative Region Chief Executive-elect's Office and Head of the fourth-term Chief Executive-elect's Office. She is currently a Hong Kong Deputy to the National People's Congress of the People's Republic of China, Director of the Fan Family Charitable Trust Fund and Special Advisor of the China-United States Exchange Foundation.
Mr Barry Cheung Chun-yuen

Aged 54. Mr Cheung obtained a Bachelor of Science degree with First Class Honours in Mathematics and Computer Science from the University of Sussex and an MBA from the Harvard Business School. He is the Chairman of the Hong Kong Mercantile Exchange. Mr Cheung has been a board member of the Urban Renewal Authority since 2001 and the Chairman of the Urban Renewal Authority since 2007. He is currently the Chairman of the Standing Committee on Disciplined Services Salaries and Conditions of Service, an Alternate Chairman of the Pay Trend Survey Committee, a member of the Commission on Strategic Development and a member of the Standing Commission on Civil Service Salaries and Conditions of Service. He is also the Chairman of the Board of Directors and an Independent Non-executive Director of United Company RUSAL. Mr Cheung was Chairman of the Corruption Prevention Advisory Committee of the Independent Commission Against Corruption. Mr Cheung was a full-time member of the Central Policy Unit on secondment from McKinsey & Company. He was a consultant with McKinsey & Company in the United States and Asia. Mr Cheung also served as the Chairman for the campaign office of then-Chief Executive candidate C Y Leung in 2012. He was awarded a Gold Bauhinia Star in 2010.
Mr Cheung Chi-kong

Aged 53. Mr Cheung obtained his Bachelor Degree of Social Sciences and Master Degree in Business Administration at the Chinese University of Hong Kong. He is currently the Executive Director of the One Country Two Systems Research Institute. Mr Cheung was a member of the Commission on Strategic Development and Vice-Chairman of the Public Libraries Advisory Committee. Mr Cheung was awarded a Bronze Bauhinia Star in 2011.
Mr Franklin Lam Fan-keung

Aged 51. Mr Lam obtained his Bachelor Degree in Economics from the University of Manchester, and is a member of the Institute of Chartered Accountants in England and Wales. He is the Founder of HKGolden50, an independent non-profit policy research organisation. He was the Managing Director and Head of Hong Kong Equities at UBS Investment Bank from 2000 to 2006, and Managing Director and Senior Portfolio Manager at UBS Global Asset Management from 2006 to 2011. He served as a Part-time Member of the Central Policy Unit from 1997 to 1998 during the Asian financial crisis.
Mr Bernard Charnwut Chan

Aged 47. He is a Hong Kong Deputy to the National People's Congress of the People's Republic of China. He is also the Chairman of the Council for Sustainable Development, Chairman of the Standing Committee on Judicial Salaries and Conditions of Service, Chairman of the Antiquities Advisory Board, Chairman of the Advisory Committee on Revitalisation of Historic Buildings, member of the Health and Medical Development Advisory Committee and Vice-Chairperson of the Hong Kong Council of Social Service. He was a Legislative Council member and was awarded a Gold Bauhinia Star in 2006.
Ms Starry Lee Wai-king

Aged 38. Ms Lee is a Certified Public Accountant. Ms Lee obtained her Bachelor Degree of Business Administration from the Hong Kong University of Science and Technology and her Master Degree of Business Administration from the University of Manchester. She is currently a Legislative Council member and Kowloon City District Council member. She is also the Vice-Chairperson of the Democratic Alliance for the Betterment and Progress of Hong Kong. She also serves as Director of the Hong Kong University of Science and Technology, Non-executive Director of the Hong Kong Mortgage Corporation Limited, and member of the Energy Advisory Committee and the Insurance Advisory Committee.
In accordance with the Basic Law of the Hong Kong Special Administrative Region, the Central People's Government, on the nominations of the CE-elect, has appointed 15 Secretaries of Departments and Directors of Bureaux, as well as five other Principal Officials for the fourth term of the Hong Kong Special Administrative Region Government. As the Legislative Council (LegCo) has yet to complete the scrutinisation of the proposal on the re-organisation of the Government Secretariat, the CE-elect has nominated and reported to the Central People's Government for the appointment of Principal Officials according to the existing structure of the Government to facilitate normal operation of the next-term Government from July 1. Upon the completion of the necessary LegCo procedures in relation to the re-organisation proposal, we will report to the Central People's Government for adjustment to and supplement of the appointments of other Principal Officials in the new structure.
After the LegCo Election in September, the Chief Executive will suitably consider expanding the number of seats held by LegCo members in the ExCo.
