Draft Shek Kip Mei Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft Shek Kip Mei Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Shek Kip Mei area," a spokesman for the Town Planning Board said today (June 15).

     The planning scheme area, covering about 262 hectares of land, is located in West Kowloon. It is bounded by the Mass Transit Railway (MTR) East Rail Line to the east, Boundary Street to the south, Berwick Street and Tai Po Road to the west and the foothills of Beacon Hill at Tai Wo Ping to the north.

     The area bounded by Tai Hang Sai Street, Tai Hang Tung Road, Woh Chai Street and Wai Chi Street covering about 2.1 hectares, is zoned "Comprehensive Development Area" for a comprehensive redevelopment primarily for residential use with supporting commercial facilities.  

     About 38.3 hectares of land, mainly in the central part of the area, is zoned "Residential (Group A)" ("R(A)") for high-density private residential and public housing developments. The area designated "R(A)1" is intended to be an expanded site for Shek Kip Mei Estate Redevelopment Phase 6 and a public clinic will be provided within the site.

     About 0.2 hectares of land is zoned "Residential (Group B)" at the junction of To Yuen Street and Tai Hang Tung Road for medium-density residential development. About 39.3 hectares of land is zoned "Residential (Group C)" for low-density residential developments.

     About 43.8 hectares of land is zoned "Government, Institution or Community" ("G/IC") for the provision of various G/IC facilities to serve the needs of local residents and a wider district, region or the territory. Major existing facilities include the City University of Hong Kong, Centre of Environmental Technology, InnoCentre and Hong Kong Productivity Council Building.  

     About 38.2 hectares of land is zoned "Open Space" for the provision of outdoor open-air public space for active and passive recreational uses. Major existing open spaces include Fa Hui Park and Tai Hang Tung Recreation Ground at Boundary Street, To Yuen Street Recreation Ground, Shek Kip Mei Service Reservoir Playground at Cornwall Street, Shek Kip Mei Park, Cornwall Street Park to the north of Festival Walk, Tai Hang Tung Estate Playground No. 1 and No. 2, Wai Chi Street Rest Garden, Wai Chi Street Playground and Shek Kip Mei Central Playground.

     About 12.7 hectares of land is zoned "Other Specified Uses". Major uses within this zoning include MTR Kowloon Tong Station and land for MTR East Rail Line along the eastern edge of the Area; the Police Recreation Ground at Boundary Street; Yau Yat Tsuen Sports and Recreation Club at Cassia Road; and petrol filling stations at Tai Hang Tung Road, Tai Po Road and Cornwall Street. It also covers the Festival Walk, a commercial/office development, at Tat Chee Avenue.

     About 60.3 hectares of land covering the foothills of Beacon Hill to the north of the Area is zoned "Green Belt". The foothills are mainly well-wooded slopes providing a green backdrop to the Area.  

     Building height restrictions are incorporated into the OZP to provide better planning control on future development/redevelopment and to prevent excessively tall or out-of-context buildings in the Area.

     The approved Shek Kip Mei OZP No. S/K4/27 is now available for public inspection during office hours at the Secretariat of Town Planning Board, the Planning Enquiry Counters of Planning Department in North Point and Sha Tin, the Tsuen Wan and West Kowloon District Planning Office and the Sham Shui Po District Office.

     Copies of the approved plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed at the Town Planning Board's website at www.info.gov.hk/tpb.
