Crowd management and special traffic arrangements for public meeting on June 4

     Police will implement crowd management to facilitate the holding of a candle light vigil at Victoria Park and special traffic arrangements in the vicinity of the park on June 4.

Crowd management measures
-------------------------

     With the exception of Gate 5, all the gates to the event venue will be opened to arriving participants.

     Participants are encouraged to use public transport to Victoria Park. Crowds are expected to arrive at Victoria Park primarily through two ingress points: from the west via Gates 6 and 7 (entrances near Sugar Street and Great George Street) and to the east through Gate 14 (near Hing Fat Street and Lau Sin Street). Arriving participants arriving by MTR are advised to use MTR exits A1 and A2 in Tin Hau Station to reach Lau Sin Street for convenient access to Victoria Park.

     Depending on the developing crowd situation, by way of example should Gate 14 become congested and overcrowded, then arriving crowds may be diverted to the adjacent Gate 15 for ingress. Should the situation develop whereby both Gates 14 and 15 are saturated then a queuing system will be initiated at the carpark area along Hing Fat Street to facilitate the arriving crowds. Police hereby appeal to all attending participants to adhere to the directions given by event marshals and Police officers at Victoria Park.

     For the safety of all attendees, Police have designated a passage as an emergency vehicle access (EVA) along both the South Boulevard and Middle Boulevard. In the event of an emergency where urgent assistance is required vehicles may require speedy access along this route. Notices demarking the location of this EVA will be posted by Police.

     In order to facilitate the arrival of a large number of participants, particularly to the Central Lawn area, Police will open up a section of the EVA i.e. the area between Gate 14 and the Middle Boulevard, until approximately 8.30pm. After such time a vehicular access route on the EVA will be retained.

     The maintenance of the EVA is of paramount importance for the safety of the attending participants. Police appeal to participants to keep away from the EVA in the case emergency vehicles are responding to any emergencies. Under no circumstances shall attending participants gather or congregate at the EVA. All persons operating promotional or souvenir stalls should prevent blockages of Gates and the ingress routes.

     On the event day inside Victoria Park there will be public announcement to keep participants aware of the developing situation and any amendments to arrangements. Participants are requested to adhere to any directions given by the event marshals or Police.

Special traffic arrangements
----------------------------

     The following traffic arrangements may be implemented between 2pm and 11.59pm depending on the traffic and crowd situation:

A. Road Closures

     The kerbside lane of Lau Sin Street between Electric Road and Hing Fat Street may be closed from 2pm to 11.59pm, or until the crowd has dispersed (except for police vehicles and vehicles of local residents making access to Park Towers).

     Depending on the prevailing crowd and traffic situation, the following roads may be closed from 6pm to 11.59pm, or until the crowd has dispersed:

(i) Sugar Street;
(ii) Great George Street;
(iii) Kingston Street;
(iv) Paterson Street;
(v) Cleveland Street;
(vi) Northbound Gloucester Road between Causeway Road and Kingston Street;
(vii) The U-turn slip road between southbound Gloucester Road and northbound Gloucester Road near Causeway Road;
(viii) Southbound Gloucester Road between Causeway Road and westbound Gloucester Road;
(ix) Tai Hang Road flyover;
(x) Hing Fat Street between Causeway Road and Lau Li Street (except for franchised buses and green minibuses); and
(xi) Electric Road between Yacht Street and Hing Fat Street (except for police vehicles and vehicles of local residents making access to Park Towers).

B. Traffic Re-routings

     The following traffic re-routings will be implemented during the above road closures period:

(i) Lau Li Street between Electric Road and Hing Fat Street will be converted to one-way westbound and public light buses will be prohibited from making access;
(ii) Traffic along northbound Tai Hang Road flyover will be banned from turning left into Kingston Street and northbound Gloucester Road;
(iii) Traffic along northbound Tai Hang Road will be diverted via Tung Lo Wan Road;
(iv) Traffic along Victoria Park Road flyover heading for Tai Hang area will be diverted to eastbound Victoria Park Road, Wing Hing Street, King's Road and Tung Lo Wan Road;
(v) Traffic along eastbound Causeway Road will be banned from turning left into northbound Hing Fat Street (except franchised buses and green minibuses); and
(vi) Traffic along southbound Electric Road will be diverted to turn left into eastbound Yacht Street (except for making access to Park Towers).

C. Suspension of Parking Spaces

     The Hing Fat Street Public Carpark (except the disabled parking spaces) will be temporarily suspended from 2pm to 11.30pm.

D. Suspension and Relocation of Bus and Green minibus (GMB) Termini

     From 2pm onwards until further notice, Tin Hau Public Transport Interchange will be suspended. During the above period, the stop for the following bus and GMB routes will be relocated:

(i) Bus routes 914 and 968 will be terminated on Tung Lo Wan Road opposite to Queen's College;
(ii) Bus routes 948 and 307P will be terminated at Ngan Mok Street;
(iii) Bus route E11 will be terminated on westbound Causeway Road near Queen's College;
(iv) Bus route 25 will omit the stopping point in Tin Hau Public Transport Interchange; and
(v) GMB route 49M will omit Hing Fat Street, Tin Hau Public Transport Interchange, King's Road, Ngan Mok Street and Lau Li Street. GMB route 39M will be converted to circular route and omit the stop at Tin Hau Public Transport Interchange.

E. Suspension of Public Light Buses (PLBs) Stand

     The PLB stand in Sugar Street may be temporarily suspended from 6pm onwards if and when necessary.

F. Suspension of Taxi Stands

     The taxi stands at Paterson Street, Lau Li Street, Ngan Mok Street and Electric Road may be temporarily suspended from 6pm onwards if and when necessary.

G. Restrictions on Access to/Exit from Carparks and Hotels

     During road closures period, vehicles access to all carparks and hotels within the closed roads will be restricted at short notice. Vehicles parked in these carparks and hotels will not be permitted to leave until the closed roads are re-opened.

H. Re-routing of Franchised Bus and GMB Services

     To tie in with the above road closures, all bus and GMB routes operating along the above closed roads will be temporarily diverted. Public transport operators will put up notice to inform passengers of the temporary arrangements.
