LCQ16: Electricity consumption level of the two Central Government Offices

     Following is a question by the Hon Audrey Eu and a written reply by the Chief Secretary for Administration, Mr Stephen Lam, in the Legislative Council today (May 23):

Question:

     The Government Headquarters have been relocated to the new site at Tamar.  In this connection, will the Government inform this Council of:

(a) the expenditure on electricity and the average electricity consumption per square metre (sq m) of the Government in the former Central Government Offices between October 2010 and May 2011;

(b) the expenditure on electricity and the average electricity consumption per sq m of the Government in the new Central Government Complex (CGC) between October 2011 and May 2012;

(c) the percentage of the expenditure on electricity for air-conditioning in the overall expenditure on electricity of the Government in the new CGC at present;

(d) the percentage of the expenditure on electricity for lighting in the overall expenditure on electricity of the Government in the new CGC at present; and

(e) the percentage of the expenditure on electricity for lifts and escalators in the overall expenditure on electricity of the Government in the new CGC at present?

Reply:

President,

(a) During the period between October 2010 and May 2011, the average monthly electricity expenditure of the former Central Government Offices (CGO) was about $700,000 and the average monthly electricity consumption per square metre (sq m) was about 6.8 kWh.

(b) The electricity bill of the new CGO for April 2012 is being verified and that for May 2012 has yet to be received.  Hence, we can only provide information for the period from October 2011 to March 2012.  During this period, the average monthly electricity expenditure of the new CGO was about $3.4 million which included the tariff chargeable to the contractor due to the remedial works undertaken. The average monthly electricity consumption per sq m was about 14.6 kWh.

     Since the size, facilities and the number of bureaux/main offices accommodated in the two CGOs vary, the level of electricity consumption also differs.  New major facilities provided in the new CGO include, inter alia, auditorium, training-cum lecture hall and communal conference rooms, which are heavily utilised, as well as computer server centres where the precision control of round-the-clock air-conditioning system and relatively large power demand are required.  The building scale in terms of the space volume also differs significantly between the new and former CGOs.  In addition, the process of moving into the new CGO might have necessitated longer working hours, which, to some extent, had increased the demand for electricity consumption during the initial building occupation stage.

     In view of the above factors, it is considered not appropriate to directly compare the electricity consumption level of the two CGOs.  We will monitor the electricity consumption level of the new CGO and implement administrative measures for achieving energy saving as well as conducting "Carbon Audit" for monitoring and improving the situation of green gas emission.

(c) to (e) According to the latest data available, the percentage of expenditure on electricity for air-conditioning, lighting as well as lifts and escalators in the overall expenditure on electricity of the new CGO for the month of February 2012 was 48 per cent, 12 per cent and 3 per cent respectively.
