Appointments to the Independent Police Complaints Council

     The Government announced today (May 18) the re-appointment of Mr Jat Sew-tong, SC as the Chairman of the Independent Police Complaints Council (IPCC) and the re-appointment of Mr Lawrence Ma Yan-kwok as a member to the IPCC.

     The re-appointment is made by the Chief Executive under section 5 of the Independent Police Complaints Council Ordinance (IPCC Ordinance) (Cap. 604) for a term of two years from June 1, 2012 to May 31, 2014. The appointment is published in the Government Gazette today (May 18).

     Mr Jat's current term of office will expire on May 31. He is a Senior Counsel and has rich experience in public service. At present, Mr Jat is also Chairperson of the Minimum Wage Commission and Deputy Chairman of the Unsolicited Electronic Messages (Enforcement Notices) Appeal Board.

     The existing Vice-chairmen of the IPCC are Dr Joseph Lee Kok-long, Dr Lam Tai-fai and Mr Abraham Shek Lai-him, while other members are Dr Lawrence Lam Chi-kit, Mr Eric Cheung Tat-ming, Professor Stephen Cheung Yan-leung, Ms Christine Fang Meng-sang, Mr Eddie Ng Hak-kim, Dr Chan Pui-kwong, Mr Albert Jinghan Cheng, Mr David Fong Man-hung, Mr Ip Shing-hing, Ms Lau Yuk-kuen, Mr Kenneth Leung Kai-cheong, Dr Ma Hok-ka, Miss Belinda Tang Lai-fong, Miss Wong Hang-yee, Dr Helena Wong Pik-wan, Miss Mary Teresa Wong Tak-lan, Mr Adrian Yip Chun-to, Mr Edwin Cheng Shing-lung, Mr Gerard Chung Wai-hung.

     "The IPCC became an independent statutory body with the commencement of the IPCC Ordinance on June 1, 2009. The Ordinance provides the IPCC with a legal basis to exercise its role and power and provides the two-tier police complaints handling system with a statutory basis.  It also imposes a statutory duty on the Police to comply with the Council's requirements," a Government spokesperson said. "We are most grateful for the hard work and wise counsel of the Council, and look forward to continuing to benefit from the Council's advice."
