The following is issued on behalf of the Communications Authority:

     This press release summarises the outcome of the Communications Authority (CA)'s deliberations in April 2012:

     The CA was set up on April 1, 2012, as a unified regulator for the broadcasting and telecommunications sectors by taking over the functions of the former Broadcasting Authority and Telecommunications Authority. The CA's role is to regulate the broadcasting and telecommunications industries in Hong Kong in accordance with the Broadcasting Ordinance (Cap 562), the Telecommunications Ordinance (Cap 106), the Unsolicited Electronic Messages Ordinance (Cap 593), the Communications Authority Ordinance, and the Broadcasting (Miscellaneous Provisions) Ordinance (Cap 391) and to foster a favourable environment for the development of the communications industry.

     In April, the CA met three times and has approved its Standing Orders, the delegation of authority to the Office of the Communications Authority, and the establishment of three committees under its charge viz the Broadcast Complaints Committee, the Broadcast Codes of Practice Committee and the Telecommunications Affairs Committee.

     The CA has also deliberated on a number of regulatory issues, including a public complaint lodged against the television programme "Wing Nim Services Special: Remembrance Love" broadcast on the Jade and HD Jade Channels of Television Broadcasts Limited (TVB) from September 19 to 23, 2011. The CA decided that TVB should be seriously warned to observe more closely the relevant provisions in the Generic Code of Practice on Television Programme Standards and the Generic Code of Practice on Television Advertising Standards.
