Following is the transcript of remarks (English portion) made by the Secretary for Security, Mr Ambrose S K Lee, at a media session at Central Government Offices, Tamar, after the Fight Crime Committee meeting this afternoon (April 27):
Reporter: There is confusion over a suspect kidnap case involving a kid in a kindergarten. Police said it's a robbery case. What's your saying on this?
Secretary for Security: We took the matter very seriously. Now the Police will not rule out any possibility. Of course the first classification of this crime, they treat it as a kind of robbery, but we would not rule out other possibilities and the Police have contacted the person concerned. We have seized the CCTV video tape and we will appeal to the residents in the vicinity who witnessed it. We appeal to them to come forward to contact our Police officers and to give us any information they consider useful.
Reporter: Have the Police talked to the parents?
Secretary for Security: We have contacted the person concerned.
Reporter: Regarding the Daya Bay exercise …
Secretary for Security: This is an exercise. As I talked to our press friends yesterday, we took it very seriously. Over 30 bureaux and departments involving over 1,000 colleagues including the Chief Executive and policy secretaries. As a matter of fact, the Chief Executive has conducted another Steering Group meeting this morning. And as I mentioned in my opening remarks, the main theme of the exercise is to test the alarm system, how to activate the Contingency Plan and to test the co-ordination and co-operation among different departments and bureaux, then how to respond to press enquiries and how to respond to panic in the community. If I said that the exercise is perfect, I am not telling the truth. But then, in this exercise we have invited the experts from the IAEA, UK, France, Mainland and Macao, to act as observers and umpires. And of course we would also welcome comments from the general public, including the press, anything you think we should improve. We would welcome these comments and opinions. The exercise will be concluded by this evening, and then we will take stock. Different departments will take stock, and we will collect feedback from our observers and umpires, and we will make our report and learn from the experience we gathered in this exercise.
