Following is the transcript of remarks by the Chief Secretary for Administration, Mr Stephen Lam, at the Hong Kong Convention and Exhibition Centre tonight (March 28):
CS: The Chief Executive has delegated his authority under the ICAC Ordinance to appoint a Deputy Commissioner to me. This is to avoid any perception of conflict of interest. I have independently exercised this authority to extend the appointment of Mr Daniel Li until the end of July. This achieves two purposes: firstly, this ties in with the operational requirement of the ICAC. This also allows the new term Chief Executive to assume his office on July 1 and thereafter to make the long-term appointment for the Deputy Commissioner. We believe this set of decisions would be appropriate and consistent with the aims of keeping the ICAC operations under its relevant ordinances.
