LegCo to continue debate on Appropriation Bill 2012

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) will hold a meeting on Wednesday (March 28) at 11am in the Chamber of the LegCo Complex. During the meeting, Members will continue the Second Reading debate on the Appropriation Bill 2012 and Government officials will speak on the Bill.

     If this Bill is supported by Members and receives its Second Reading, it will go to the Committee Stage, during which Mr Albert Chan, Mr Alan Leong, Ms Cyd Ho, Ms Tanya Chan, Mr James To, Mr Wong Yuk-man and Ms Audrey Eu will move 10 amendments in total.

     Mr Albert Chan will move an amendment to reduce head 21 by $93,069,000 in respect of subhead 000 to deduct an amount approximately equivalent to the annual estimated expenditure for the Chief Executive's Office and the Executive Council.

     Mr Alan Leong will move an amendment to reduce head 21 by $1,055,640 in respect of subhead 000¡@to deduct an amount equivalent to the expenditure of three months' emoluments for the position of Chief Executive.

     Ms Cyd Ho will move two amendments, include reducing head 21 by $273,325 in respect of subhead 000 to deduct an amount equivalent to three months' estimated expenditure on the social engagements of the Chief Executive and his wife and three months' estimated expenditure on the annual non-accountable entertainment allowance to be received by the Chief Executive; and reducing head 160 by $2,127,600 in respect of subhead 000 to deduct an amount equivalent to the expenditure of the annual emoluments for the position of Director of Broadcasting of the Radio Television Hong Kong.

     Ms Tanya Chan will move an amendment to reduce head 22 by $650,000 in respect of subhead 000 to deduct an amount equivalent to six months' estimated expenditure involved in euthanasia of animals.

     Mr James To will move three amendments, include reducing head 122 by $64,740,000 in respect of subhead 000 to deduct an amount equivalent to the annual estimated expenditure for the Complaints Against Police Office; reducing head 151 by $298,111 in respect of subhead 000 to deduct an amount approximately equivalent to the expenditure of one month¡¦s emoluments for the position of  Secretary for Security; and reducing head 122 by $80,000,000 in respect of subhead 103 to deduct an amount equivalent to the annual estimated expenditure relating to the Hong Kong Police Force's rewards and special services fees, including informant fees, which are of a confidential nature.

     Mr Wong Yuk-man will move an amendment to reduce head 142 by $85,760,000 in respect of subhead 000 to deduct an amount equivalent to the annual estimated expenditure for the Central Policy Unit.

     Ms Audrey Eu will move an amendment to reduce head 142 by $906,615 in respect of subhead 000 to deduct an amount equivalent to the expenditure of three months' emoluments for the position of Financial Secretary.

     Meanwhile, Members will also resume Second Reading debates on the Road Traffic (Amendment) (No. 2) Bill 2011 and the Trade Descriptions (Amendment) Bill 2012.  If the Bills are supported by Members and receive their Second Readings, they will then go through the Committee Stages and be read the Third time.

     On Members' motions, Ms Miriam Lau will move a motion under Rule 49E(2) of the Rules of Procedure to take note of the House Committee report laid on the Table of the Council on March 28, 2012 in relation to the Rating (Exemption) Order 2012.

     Members will also ask the Government 20 questions on various policy areas, all of which require written replies.
