LegCo Commission to recruit Secretary General (with photo)

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council Commission (the Commission) decided that an internal cum open recruitment exercise would be conducted to fill the post of Secretary General (SG) of the Legislative Council (LegCo) Secretariat upon the retirement of the incumbent SG, Ms Pauline Ng, in September 2012.  

     To assist in the recruitment exercise, the Commission has appointed an executive search company, Russell Reynolds Associates, to identify suitable candidates for the Commission's consideration.  The suitability of eligible serving staff and qualified outside candidates will be considered for appointment simultaneously, and both will go through the same selection process.

     The President of the LegCo and Chairman of the Commission, Mr Jasper Tsang, said today (February 2) that the Commission hoped that through this internal as well as open recruitment exercise, it would recruit an experienced and capable SG to lead the Secretariat so as to continue to provide high quality and professional services to LegCo Members and the public.

     The SG is the chief executive of the Secretariat, providing guidance and direction to the Secretariat's 500 staff in supporting the work of the LegCo and managing the facilities and services provided in the LegCo Complex. The SG is also Clerk to the LegCo and the principal adviser to the President of the LegCo on procedural matters. He/she is responsible to the Chairman of the Commission for the effective management of the Secretariat with complete political impartiality. In addition, the SG is the Controlling Officer of public money appropriated for the Commission's performance of its functions, and is responsible for operating a system of remuneration and office expenditure reimbursement for Members of the Council in accordance with the relevant financial regulations that apply.

     The successful candidate for the SG post will have the credibility and experience to operate effectively in a highly complex environment. He/she will have superlative vision, leadership and sensitivity to anticipate and understand the changing needs of the LegCo and steer the work of the Secretariat to meet such needs. He/she will have significant experience in a multi-faceted senior management role, with excellent knowledge of the political structure in Hong Kong and the operations of the Government and the Legislature, and the ability to communicate with the Government.

     It is essential that the successful candidate will have excellent interpersonal skills and the ability to deal effectively with multiple stakeholders. He/she will have a recognised university degree or academic qualification of equal standing, and excellent command of written and spoken Chinese and English.

     The successful candidate will be offered a three-year contract, which is renewable at the Commission's discretion. The remuneration package includes a monthly salary of $187,100 plus a monthly cash allowance of $21,290. Upon satisfactory completion of the contract, the appointee will also be eligible for an end-of-agreement gratuity which, when added together with the Commission's contribution to an Mandatory Provident Fund scheme, equals 15 per cent of the total basic salary drawn during the contract. Fringe benefits include paid leave as well as medical and dental benefits.

     The incumbent SG Ms Ng joined the LegCo Secretariat in 1994 and became the SG in September 2008. The Commission decided to offer a further employment agreement for a period of one year to Ms Ng last year till September this year.

     Mr Tsang commended Ms Ng on her enthusiastic work for the LegCo, especially her contribution in the overall planning and co-ordination of the smooth relocation to the LegCo Complex. He also expressed his gratitude to Ms Ng for her excellent service to the Legislature over the past 18 years.
