Guidelines on Industry Best Practices for External Lighting Installations issued

     In order to help minimise the nuisance and energy wastage that may be caused by external lighting, the Government today (January 26) issued the Guidelines on Industry Best Practices for External Lighting Installations, which will provide a reference for the trade and relevant parties in planning external lighting projects and their daily operation.

     The Guidelines set out some best practices for the design, installation and operation of external lighting, covering areas such as the operation hours of lighting installations, automatic controls, light pollution control measures, energy efficiency measures and lighting project design planning. They will provide a useful reference for lighting designers, contractors, owners of lighting installations, building management companies and users.

     "In preparing the Guidelines, the Government consulted around 100 organisations, including professional organisations, chambers of commerce, green groups, property-related trades, the tourism trade and local bodies. The Guidelines were finalised after careful consideration of the views of different sectors," said an Environment Bureau (ENB) spokesman.

     The ENB will hold a number of briefing sessions to promote stakeholders' awareness of the Guidelines. Leaflets will also be distributed to publicise the Guidelines. The Guidelines have been uploaded to the ENB website (www.enb.gov.hk/en/resources_publications/guidelines/index.html) for public reference.

     Meanwhile, the Task Force on External Lighting set up earlier is now working on a set of technical standards and parameters for regulating Hong Kong's external lighting. The Task Force will also join the briefing sessions to listen to the views of stakeholders on regulating external lighting.

     Members of the Task Force are drawn from professional bodies, relevant trades and green groups. The terms of reference of the Task Force include developing a set of technical standards and parameters suitable for regulating Hong Kong's external lighting, having regard to international experience and practices as well as local circumstances; engaging different stakeholders to foster consensus; and advising the Government on the way forward to tackle the nuisance and energy wastage that may be caused by external lighting.
