The Secretary for Financial Services and the Treasury (SFST), Professor K C Chan, has re-appointed Ms Edith Shih and appointed Mr Andrew Fung Hau-chung as lay members of the Council of the Hong Kong Institute of Certified Public Accountants (HKICPA).

The appointments, made under the Professional Accountants Ordinance (Chapter 50), are for a term of two years with effect from December 15, 2011.

Ms Shih is a corporate lawyer and is currently the President of the Hong Kong Institute of Chartered Secretaries. In addition to being a lay member on the HKICPA Council, she is also serving as a member of the Listing Committee of the Stock Exchange of Hong Kong Limited and the Standing Committee on Company Law Reform.

Mr Fung is an executive director of the Hang Seng Bank. He is currently a director of the Hong Kong Mortgage Corporation and a member of the General Committee of the Federation of Hong Kong Industries.

"We are deeply grateful to the outgoing lay member, Mr John Poon Cho-ming, for his invaluable contribution and support rendered to the Council during his term of office," Professor Chan said today (December 14).

"We look forward to the contributions of the new and incumbent lay members in further enhancing the regulation and development of the accountancy profession," he said.

Under the Professional Accountants Ordinance, the HKICPA Council comprises a maximum of 23 persons, including four lay members appointed by the Chief Executive. The power of the Chief Executive to make appointments to the Council has been delegated to the SFST.

The other two incumbent lay members are Mr Ambrose Cheung Wing-sum and Ms Catherine Leung Kar-cheung.

The HKICPA is the statutory licensing body for accountants and currently has more than 32,000 members. It is responsible for matters such as the regulation and development of the profession, and the promulgation of financial reporting standards. The Council of the HKICPA is the governing body of the Institute.
