Following is the transcript of remarks (English portion) made by the Secretary for Security, Mr Ambrose S K Lee, at a media session at Central Government Offices, Tamar, after the Fight Crime Committee meeting this afternoon (November 28):
Reporter: Is that the focus of the Police investigation whether or not there is organisation that is organising these vote-rigging cases?
Secretary for Security: If we receive a complaint that there is a violation of law and if that falls upon the shoulder of our Police department, our police officers will definitely conduct an investigation. But as I answered that gentleman's question, if the offence involves dishonest election, that offence may fall under the ICAC (Independent Commission Against Corruption)'s purview.
