Police will implement special traffic arrangements in Happy Valley to facilitate a religious event to be held at the Hong Kong Stadium on Sunday (November 27).
The following special traffic arrangements will be put into effect by phases starting 10am:
Phase I
(A) Road Closure
A section of Caroline Hill Road between Cotton Path and Leighton Road (except for vehicles to St. Paul's Hospital when the access from Tung Lo Wan Road is closed).
(B) Traffic Diversion
1. A section of Caroline Hill Road between Leighton Road and Stadium Path will be re-routed one way southbound; and
2. A section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed one-way northbound.
(C) Passenger alighting arrangements
1. The drop-off zone for taxis will be at the southern kerbside of Eastern Hospital Road at the eastern side of the Stadium main entrance.
2. No private car is allowed to drop off outside the Stadium main entrance. The drop-off zone for private cars will be at the northern kerbside of Eastern Hospital Road at the eastern side of the Stadium main entrance.
Phase II
(A) Road Closure
1. Same as Phase I; and
2. A section of westbound Hysan Avenue between Sunning Road and Hoi Ping Road.
(B) Traffic Diversion
1. Same as Phase I; and
2. Traffic cones will be laid on a section of Caroline Hill Road between Leighton Road and Link Road to allow two lanes of traffic entering Caroline Hill Road from Hoi Ping Road;
3. Traffic from downhill Link Road to northbound Caroline Hill Road must turn left to westbound Leighton Road;
4. A section of Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed one-way eastbound;
5. Traffic cones will be laid on eastbound Hysan Avenue to facilitate two lanes of traffic to turn right to Hoi Ping Road;
6. Traffic along westbound Hysan Avenue between Yun Ping Road and Sunning Road must turn left to Sunning Road;
7. Vehicles leaving the Lee Gardens must turn left to eastbound Hysan Avenue; and
8. If necessary, a section of Lee Garden Road between Foo Ming Street and Lan Fong Road may be re-routed one-way northbound. Vehicles on Lan Fong Road must turn right into northbound Lee Garden Road, and to be directed to Percival Street via Foo Ming Street.
(C) Passenger alighting arrangements
1. Same as Phase I
Phase III
(A) Road Closure
1. Same as Phase II.
(B) Traffic Diversion
1. Same as Phase II; and
2. All vehicles heading for the Hong Kong Stadium may be permitted to turn right from the offside lane of eastbound Leighton Road to Caroline Hill Road.
(C) Passenger alighting arrangements
1. Same as Phase II.
Towards the end of the event, the following measures may be implemented at 5.30pm to facilitate the dispersal of the crowds:
(A) Road Closure
1. Caroline Hill Road;
2. Eastern Hospital Road between Caroline Hill Road and Cotton Path;
3. Eastern Hospital Service Road;
4. Cotton Path;
5. Northbound Link Road downhill, except for vehicles heading for Link Road No. 1A, 3, 5 and 7;
6. Hoi Ping Road; and
7. Leighton Road will be closed if necessary.
(B) Traffic Diversion
1. Vehicles on Leighton Road heading for Link Road will be diverted via Wong Nai Chung Road and Broadwood Road;
2. Vehicles on westbound Leighton Road will not be allowed to turn left to Caroline Hill Road; and
3. When Leighton Road is closed,
- westbound traffic from Causeway Road will be directed to Irving Street;
- eastbound traffic from Morrison Hill Road will be diverted via Canal Road West;
- southbound traffic from Percival Street must turn right to westbound Leighton Road; and
- southbound traffic from Canal Road East will not be allowed to turn left to Leighton Road.
Learner Drivers Prohibition (from 9am to 7.30pm)
(A) Learner drivers will be prohibited to use the following roads:
1. Leighton Road;
2. Hysan Avenue;
3. Percival Street south of Hennessy Road;
4. Caroline Hill Road;
5. Link Road;
6. Stadium Path;
7. Cotton Path;
8. Eastern Hospital Road; and
9. Eastern Hospital Service Road.
(B) Learner drivers will be prohibited to enter Tung Lo Wan Road from Causeway Road.
Suspension of parking spaces (from 9am to 7.30pm)
All on-street car parking spaces, motorcycle parking spaces, disabled parking spaces, metered and non-metered, on the following roads will be suspended:
1. Stadium Path;
2. Northbound Caroline Hill Road between Stadium Path and Cotton Path; and
3. Hoi Ping Road.
Any vehicles found illegally parked within the precinct of the special traffic arrangements specified above might be towed without further notice.
Vehicles parked in carparks within the road closure areas (Caroline Hill Road, Eastern Hospital Road, Stadium Path, Tung Lo Wan Road between Cotton Path and Causeway Road) will not be permitted to leave the carparks during the road closure periods until the roads are re-opened to traffic.
