     Following is a transcript of remarks by the Chief Secretary for Administration, Mr Stephen Lam, at a media session after casting vote at Stanley Community Hall this morning (November 6):

     The 2011 District Council Election is a critical step forward for promoting democracy in Hong Kong. This is the occasion on which we have 412 directly elected seats. This is the largest number of directly elected seats among various terms of the District Council Elections. Also, pursuant to this year's District Council Election, the councillors will nominate from amongst themselves candidates for standing in territory-wide Legislative Council Elections in 2012. We will be able to have five more representatives to the Legislative Council next year and we believe this is an important step for legislators, district councillors and political parties to take and they will only be able to stand and be elected to the councils on the basis of votes cast by citizens of Hong Kong. Therefore we encourage all registered voters to come out to vote before 10.30pm tonight.
