     Following is a transcript of remarks by the Chief Secretary for Administration and Chairman of the Steering Committee on the Community Care Fund, Mr Stephen Lam, at a media session after a meeting of the Steering Committee at West Wing, Central Government Offices, today (October 17):

Reporter: Why do people living in industrial buildings' sub-divided flats will receive the subsidy first, rather than people living in private flats?

Chief Secretary for Administration: Well, as far as we're concerned the problem in industrial buildings is more acute. It is also true that in other private housing buildings we may still have this problem of sub-divided flats and chamber living environment. In the case of the range of allowances which we have endorsed today it is our principle that these removal allowances should be applied across the board, regardless of whether those affected are living in industrial buildings or private residential buildings, but because the problem in industrial buildings is more acute the Buildings Department will start with that process in industrial buildings.
