Senior appointments (with photos)

     The Government announced today (October 17) the following senior appointments:

(a)  Mr Francis Liu Hon-por, Deputy Director of Marine, will succeed Mr Roger Tupper as Director of Marine on November 2, 2011. Mr Tupper will proceed on pre-retirement leave on the same day after 31 years of service with the Government; and

(b)  Mr Alan Siu Yu-bun, Deputy Secretary for Commerce and Economic Development (Communications and Technology), will assume the post of Government Property Administrator on October 31, 2011. He will succeed Mr Keith Kwok Ka-keung, who will retire after 37 years of service with the Government.

     Commenting on the appointment of Mr Liu, the Secretary for the Civil Service, Miss Denise Yue, said, "Mr Liu has proven leadership and administrative skills as well as extensive professional knowledge and operational experience. I have every confidence that he will ably lead the Marine Department to meet the challenges ahead."

     On the retirement of Mr Tupper, Miss Yue said, "Mr Tupper has served with zeal and commitment in the civil service throughout the years. He has devoted sustained efforts in leading the Marine Department to ensure safe and efficient operation of the port, to administer the Hong Kong Shipping Register and to safeguard the quality of Hong Kong registered ships. He has played a pivotal role in the development of the Hong Kong Shipping Register, which has gained a worldwide reputation as a quality register."

     Commenting on the appointment of Mr Siu, Miss Yue said, "Mr Siu is a seasoned Administrative Officer with rich experience in public administration and proven leadership and management skills. I have every confidence that he will continue to serve the community with professionalism and dedication in his new capacity, and ably lead the Government Property Agency to meet the challenges ahead."

     On the retirement of Mr Kwok, Miss Yue said, "Mr Kwok has served with zeal and dedication in the civil service throughout the years. During his tenure as Government Property Administrator, Mr Kwok has ably led the Government Property Agency to meet the Government's need for suitable accommodation for the efficient delivery of public services. He has made commendable efforts in managing government properties through the most cost-effective means and modernising government properties to meet changing operational requirements.

     "I sincerely wish the two colleagues a happy retirement."

     Brief biographical notes on the four officers are set out below:

Mr Roger Tupper

     Aged 59. Mr Tupper joined the Government as a Marine Officer in August 1980. He was promoted to Principal Marine Officer in October 1993, to Assistant Director of Marine in November 1996 and to Deputy Director of Marine in October 2002. He has been the Director of Marine since March 2006.

Mr Francis Liu Hon-por

     Aged 57. Mr Liu joined the Government as a Marine Officer in April 1986. He was promoted to Principal Marine Officer in November 1996 and to Assistant Director of Marine in June 2004. He has been the Deputy Director of Marine since March 2007.

Mr Keith Kwok Ka-keung
----------------------

     Aged 60. Mr Kwok joined the Administrative Service in August 1974 and rose to his present rank of Administrative Officer Staff Grade B1 in January 1996.

     Mr Kwok has served in various bureaux and departments, including the Housing Department, the former Home Affairs and Information Branch, the former Social Services Branch, the former New Territories Administration, the Home Affairs Department, the former City and New Territories Administration, the former Transport Branch, the Standing Commission on Civil Service Salaries and Conditions of Service, the former Registrar General's Department, the former Security Branch, the former Works Branch and the former New Airport Projects Co-ordination Office. He was Director of Finance, Administration and Planning in the Hong Kong Police Force from May 1999 to March 2001, Deputy Secretary for Works (later renamed Deputy Secretary for the Environment, Transport and Works (Works)) from March 2001 to June 2004, and Permanent Secretary for the Environment, Transport and Works (Environment) and Director of Environmental Protection from July 2004 to May 2006. He has been the Government Property Administrator since June 2006.

Mr Alan Siu Yu-bun

     Aged 52. Mr Siu joined the Government in June 1982 as an Executive Officer. He joined the Administrative Service in July 1986. He rose to his present rank of Administrative Officer Staff Grade B1 in April 2010.

     Mr Siu has served in various bureaux and departments including the former City and New Territories Administration, the former Transport Branch, the Television and Entertainment Licensing Authority and the former Finance Branch. He was Deputy Secretary for Information Technology and Broadcasting from April 2000 to June 2003 (later renamed Deputy Secretary for Commerce, Industry and Technology), Deputy Director of Leisure and Cultural Services (Leisure Services) from June 2003 to January 2007, and Deputy Director of the former Celebrations Coordination Office of the Home Affairs Bureau from January to July 2007. He has been Deputy Secretary for Commerce and Economic Development (Communications and Technology) since July 2007.
