Traffic arrangements for National Day fireworks display

     Police will implement special traffic arrangements and crowd management measures on October 1 (Saturday) to facilitate members of the public to view the National Day fireworks display.

     Members of the public are advised to make use of public transport as some roads on both sides of Victoria Harbour will be closed to vehicular traffic before and after the event, and parking spaces will also be reduced.

     Police appeal to the public to be considerate and patient, and to follow the advice and instructions given by the Police. To enable smooth passenger flow through Mass Transit Railway (MTR) stations, the public are also advised not to wait at MTR concourses or outside MTR station entrances and exits.

     The public are also reminded to take care of their personal belongings and guard against pick pocketing in crowded places.

     Special traffic measures are as follows:

Hong Kong Island
----------------------

(A) Road closures
 
I. The following road closures and diversions will be effective from 5pm before the fireworks display starts:

Central Area
---------------
The slip road outside Lower Peak Tram Station leading from Garden Road to World Wild Fund For Nature Hong Kong Office will be closed to all vehicular traffic except franchised buses and taxis. Private buses and coaches should use the unnamed road between Murray Building and Citibank Tower.

II. The following road closures and diversions will be effective from 7.30pm before the fireworks display starts:

A. Wan Chai North
-----------------------
     The following roads or sections of roads will be closed:

1. Performing Arts Avenue;
2. Eastbound Fenwick Pier Street;
3. A section of westbound Fenwick Pier Street between Fenwick Pier Street Flyover and Gloucester Road;
4. Lung King Street;
5. A section of northbound Fenwick Street between Gloucester Road and Harbour Road;
6. A section of eastbound Harbour Road between Fenwick Street and Tonnochy Road;
7. Expo Drive;
8. Expo Drive Central;
9. Expo Drive East;
10. Convention Avenue;
11. Fleming Road Flyover;
12. A section of Tonnochy Road between eastbound Harbour Road and Hung Hing Road;
13. A section of Marsh Road between Gloucester Road and Hung Hing Road;
14. Marsh Road flyover;
15. Hung Hing Road;
16. Hung Hing Road flyover;
17. Wan Shing Street;
18. Wan Ying Street; and
19. The access road at eastbound Victoria Park Road leading to Causeway Bay Promenade.

B. Wan Chai South
----------------------

1. A section of Marsh Road between Hennessy Road and Lockhart Road;
2. A section of Tonnochy Road between Hennessy Road and Lockhart Road; and
3. A section of northbound Percival Street between Jaffe Road and Gloucester Road service road may be closed if necessary. Traffic on eastbound Jaffe Road will have to turn right into southbound Percival Street.

III. The following roads will remain open until 8.45pm:

Wan Chai North
-------------------

1 Tonnochy Road flyover and a section of northbound Tonnochy Road between Gloucester Road and Harbour Road;
2. A section of westbound Harbour Road between northbound Tonnochy Road and southbound Fleming Road;
3. A section of westbound Harbour Road between northbound Fleming Road and southbound Fenwick Street;
4. Westbound Fenwick Pier Street and Fenwick Pier Street Flyover;  
5. A section of Fleming Road between westbound Harbour Road and Gloucester Road; and
6. A section of southbound Fenwick Street between westbound Harbour Road and Gloucester Road.

IV. The following road closures and diversions will be effective from 8pm until it is safe to re-open to normal traffic:

A. Peak Area
---------------

1. The uphill section of Stubbs Road beyond the Stubbs Road roundabout will be closed to all goods vehicles with a gross weight over 5.5 tonnes;
2. All uphill traffic along Peak Road towards Lugard Road, Harlech Road and Mount Austin Road will be diverted downhill via the slip road beside the car park entrance at the Peak Galleria, except for vehicles of local residents or with permits; and
3. Lay-bys along a section of Stubbs Road between Peak Road and Stubbs Road roundabout, and a section of Magazine Gap Road between Peak Road and May Road will be coned off.
 
B. Central Area
-----------------
The following roads or sections of roads will be closed:

1. Tim Mei Avenue;
2. Lung Wui Road;
3. Lung Wo Road;
4. Tim Wa Avenue (except PLA vehicles);
5. Edinburgh Place;
6. East of Edinburgh Place and north of City Hall between Lung Wo Road and Connaught Road Central will be closed to all vehicular traffic except vehicles leaving from City Hall Car Park;
7. Star Ferry Concourse;
8. Loading and unloading area outside Central Ferry Piers No. 7, 8 and 9;
9. A section of Chung Kong Road between Shun Tak Centre and Rumsey Street;
10. Man Kwong Street;
11. Man Chiu Street;
12. Man Fai Street;
13. A section of Man Yiu Street between Man Kwong Street and Man Cheung Street;
14. Rumsey Street flyover extension leading to Man Po Street; and
15. Finance Street.

C. Wan Chai South
----------------------

1. If necessary, a section of Gloucester Road service road between Percival Street and Canal Road West may be closed at short notice;
2. If necessary, traffic on westbound Gloucester Road may be banned from turning into Gloucester Road service road at the junction with O'Brien Road at short notice; and
3. If necessary, a section of southbound Percival Street between Gloucester Road service road and Lockhart Road may be closed at short notice. Traffic on eastbound Jaffe Road will be diverted via Canal Road West into Gloucester Road service road.

V. The following road closures and diversions will be effective from 8.55pm (during the fireworks display):

Eastern District
------------------

1. Traffic on westbound Island Eastern Corridor between Victoria Park Road and Man Hong Street except franchised buses will be held;
2. Vehicles travelling along westbound Island Eastern Corridor will be diverted onto Man Hong Street; and
3. Slip roads leading to westbound Island Eastern Corridor from Healthy Street Central and Tong Shui Road will be closed to all vehicular traffic.

VI. Road closures will be implemented 15 minutes before the display finishes to facilitate the dispersal of crowds:

1. A section of Fleming Road between Gloucester Road and Hennessy Road;
2. A section of Lockhart Road between Percival Street and Luard Road;
3. A section of Jaffe Road between Percival Street and Luard Road;
4. Oˇ¦Brien Road;
5. Stewart Road;
6. A section of Tonnochy Road between Gloucester Road and Lockhart Road;
7. A section of Marsh Road between Gloucester Road and Lockhart Road;
8. A section of Canal Road West between Gloucester Road and Hennessy Road; and
9. A section of Canal Road East between Gloucester Road and Hennessy Road.

(B) Suspension of parking spaces, parking meter spaces and motorcycle parking spaces

I. All on-street metered parking spaces and motorcycle parking spaces on the slip road outside Lower Peak Tram Station will be suspended from 3pm until 11.30pm.

II. All metered parking spaces including the motorcycle parking spaces at Victoria Peak Garden, Mount Austin Road will be suspended from 8pm until 10pm.

III. The parking spaces, metered parking spaces and motorcycle parking spaces (including disabled parking spaces) at the following locations will be suspended from 5pm until 10.30pm:
1. Lung King Street;
2. Hung Hing Road;
3. Expo Drive East;
4. Edinburgh Place;
5. Gloucester Road service road;
6. A section of Stewart Road between Jaffe Road and Gloucester Road service road;
7. A section of the northern kerbside lane of Jaffe Road between Fleming Road and Stewart Road;
8. A section of Marsh Road between Hennessy Road and Lockhart Road;
9. A section of Jaffe Road between Percival Street and Luard Road;
10. A section of Lockhart Road between Percival Street and Luard Road;
11. Canal Road East; and
12. Tonnochy Road.

(C) Suspension of taxi stands

I. The slip road outside Lower Peak Tram Station will be suspended between 5pm and 11pm. A temporary taxi stand will be designated at the lay-by on Garden Road outside St. Johnˇ¦s Building.

II. The following taxi stands will be suspended from 7.30pm until the road closure is lifted:
1. Expo Drive East;
2. Tim Mei Avenue;
3. Harbour Road; and
4. Wan Chai Ferry Pier Transport Interchange.

III. The following taxi stands will be suspended between 7pm and 10.30pm:
1. Outside Central Ferry Piers No. 6, 7 & 8;
2. Man Kwong Street;
3. Edinburgh Place;
4. A section of Jaffe Road between Percival Street and Canal Road East;
5. Lockhart Road near O'Brien Road
6. Lockhart Road before its junction with Marsh Road;
7. Stewart Road; and
8. Tonnochy Road.

(D) Suspension of Public Light Bus (PLB)/ Green Minibus (GMB) stands

1. The PLB stand at Lockhart Road near Canal Road West will be suspended from 8pm to 10.30pm.

2. The GMB stands at Edinburgh Place, Man Kwong Street outside Central Ferry Pier, Hong Kong Station GMB Terminus, Lockhart Road east of Percival Street, Jaffe Road east of Percival Street, Cannon Street, and Stewart Road will be suspended from 8pm to 10.30pm.

(E) Suspension of carparks

1. Due to the above road closures, vehicles parked in various carparks within the closed areas at Wan Chai North, Wan Chai South and Central will not be permitted to leave or enter these carparks during the road closures until the roads are re-opened for traffic.

2. The carparks on a section of westbound Gloucester Road between Paterson Street and Percival Street will be closed at short notice if necessary.

Tsim Sha Tsui
-----------------

(A) Road closures / diversions starting from 7pm:

I. The following roads will be closed:

1. A section of Hung Hom Bypass between Salisbury Road and Hung Hom Road;
2. A section of Princess Margaret Road Link between Metropolis Drive and Hung Hom Bypass;
3. A section of westbound Salisbury Road between Hong Chong Road and Kowloon Park Drive and its elevated road;
4. A section of eastbound Salisbury Road between Kowloon Park Drive and Science Museum Road;
5. The U-turn slip-road on Salisbury Road outside Hotel Nikko Hong Kong;
6. Mody Lane;
7. Hong Wan Path.
8. A section of Canton Road between Kowloon Park Drive and Salisbury Road;
9. Ashley Road;
10. Hankow Road;
11. Lock Road;
12. A section of northbound Nathan Road between Bowring Street and Salisbury Road;
13. A section of southbound Nathan Road between Granville Road and Salisbury Road;
14. A section of Carnarvon Road between Nathan Road and Granville Road;
15. Bristol Avenue;
16. Hanoi Road;
17. Hart Avenue;
18. Minden Row;
19. Blenheim Avenue;
20. Middle Road;
21. Hau Fook Street;
22. Cameron Lane;
23. Cameron Road;

28. A section of Mody Road between Chatham Road South and Nathan Road;
29. A section of westbound Mody Road between Chatham Road South and Science Museum Road;

32. A section of southbound Chatham Road South between Mody Road and Salisbury Road;
33. A section of Granville Road between Chatham Road South and Science Museum Road will be closed. It will also be re-routed to one way eastbound and restricted for the use of franchised buses and GMB only;
34. Granville Square;
35. Science Museum Path; and
36. An unnamed access road between Austin Road West and West Kowloon Waterfront Promenade.

II. The following traffic diversions will be implemented:

1. A section of Granville Road between Nathan Road and Carnarvon Road will be re-routed to one-way eastbound;
2. Vehicles along southbound Hung Hom Road will be directed onto Cheong Tung Road South roundabout;
3. Vehicles along eastbound Metropolis Drive cannot turn right onto southbound Hung Hom Bypass;
4. Vehicles along southbound Princess Margaret Road Link will be diverted to turn right onto westbound Metropolis Drive;
5. Vehicles along eastbound Mody Road cannot enter Mody Lane;
6. Southbound Kowloon Park Drive and a section of Salisbury Road between Star Ferry Bus Terminus and Kowloon Park Drive will be restricted for the use of franchised buses and GMB only;
7. Franchised buses along southbound Nathan Road will be diverted to turn right onto either westbound Public Square Street or westbound Jordan Road;
8. Franchised buses along southbound Chatham Road South will be diverted to turn left onto eastbound Granville Road;
9. Vehicles along southbound Canton Road will be diverted to u-turn onto northbound Canton Road outside China Hong Kong City;
10. Vehicles along northbound Kowloon Park Drive cannot turn onto southbound Canton Road;
11. Vehicles along southbound Nathan Road will be diverted to turn left onto eastbound Granville Road;
12. Vehicles along southbound Chatham Road South cannot turn right onto westbound Cameron Road;
13. Vehicles along southbound Chatham Road South will be diverted to turn left onto eastbound Mody Road;
14. Vehicles along Science Museum Road cannot turn onto westbound Mody Road; and
15. Vehicles along Hong Tat Path cannot turn onto Science Museum Path.

(B) Road closures / diversions starting from 7.30pm:

1. Kowloon Park Drive will be closed;
2. A section of Salisbury Road between Canton Road and Kowloon Park Drive will be closed;
3. Star Ferry Bus Terminus will be closed; and
4. Franchised buses and GMB cannot enter southbound Kowloon Park Drive.

(C) Road closures / diversions starting from 8pm:

I. The following roads will be closed:

1. A section of Austin Road West between Wui Man Road and Nga Cheung Road;
2. A section of Nga Cheung Road Flyover between Kowloon Station Private Road (North) (podium level) and its exit on Austin Road West;
3. A section of Lin Cheung Road between Jordan Road and Austin Road West; and
4. A section of Nga Cheung Road between Station Perimeter Road (South) (Ground Level) and Austin Road West.

II. The following traffic diversions will be implemented:

1. Vehicles along westbound Austin Road West will be diverted to turn right onto northbound Wui Man Road;
2. Vehicles along southbound Nga Cheung Road will be diverted to turn left onto eastbound Station Perimeter Road (South);
3. Vehicles along westbound Station Perimeter Road (South) will be diverted to turn right onto northbound Nga Cheung Road;
4. Vehicles along southbound Nga Cheung Road Flyover will be diverted to turn left onto eastbound Kowloon Station Private Road (North) (Podium Level);
5. Vehicles along westbound Kowloon Station Private Road (North) (Podium Level) will be diverted to turn right onto northbound Nga Cheung Road Flyover; and
6. Vehicles along southbound Wui Man Road will be diverted to turn left onto eastbound Austin Road West.

(D) Road closures / diversions starting from 9pm:

I. The following roads will be closed:

1. Wui Man Road;
2. A section of Austin Road West between Wui Man Road and Canton Road;
3. A section of northbound Nathan Road between Jordan Road and Bowring Street;
4. A section of southbound Nathan Road between Jordan Road and Granville Road;
5. A section of Bowring Street between Pilkem Street and Nathan Road;
6. Pine Tree Hill Road;
7. Hillwood Road;
8. Kimberley Road;
9. Kimberley Street;
10. A section of Granville Road between Nathan Road and Chatham Road South;
11. Shun Yee Street;
12.Granville Circuit;
13. A section of northbound Chatham Road South between Granville Road and Observatory Road;
14. A section of southbound Chatham Road South between Cheong Wan Road and Mody Road will be closed except for franchised buses and GMB;
15. A section of eastbound Mody Road between Chatham Road South and Science Museum Road;
16. Mody Square; and
17. A section of southbound Salisbury Road between Hong Chong Road and Science Museum Road.

II. The following traffic diversions will be implemented:

1. Vehicles along westbound Wui Cheung Road cannot turn onto Wui Man Road;
2. Vehicles along southbound Road D1A(S) will be diverted to turn left onto eastbound Wui Cheung Road;
3. Vehicles along northbound Canton Road and westbound Austin Road cannot turn onto westbound Austin Road West;
4. Vehicles along southbound Nathan Road will be diverted to turn right onto westbound Jordan Road;
5. Vehicles along westbound Jordan Road cannot turn left onto southbound Nathan Road;
6. Vehicles along westbound Austin Road and southbound Cox's Road cannot turn onto Pine Tree Hill Road;
7. Vehicles along Observatory Road cannot turn onto westbound Kimberley Street;
8. Vehicles along westbound Cheong Wan Road cannot turn left onto southbound Chatham Road South;
9. Vehicles along southbound Chatham Road South will be diverted onto westbound Austin Road or eastbound Cheong Wan Road;
10. Vehicles along northbound Pilkem Street cannot turn onto eastbound Bowring Street; and
11. Vehicles along eastbound Bowring Street will be diverted onto northbound Pilkem Street.

(E) Road closures / diversions when necessary:

1. Kin Wan Street will be closed;
2. A section of Hung Luen Road between Wa Shun Street and Hung Lok Road will be closed;
3. Oi King Street will be closed;
4. Vehicles along westbound Hung Luen Road will be diverted to turn left onto Wa Shun Street;
5. Vehicles along Wa Shun Street will be diverted to turn right onto eastbound Hung Luen Road;
6. Vehicles along southbound Hung Lok Road cannot turn onto eastbound Hung Luen Road; and
7. Vehicles along eastbound Hung Luen Road will be diverted to turn left onto northbound Hung Lok Road.

(F) Hotel access

Vehicular access to and from hotels within the affected areas will not be allowed during the period of the road closures. Vehicles bearing a hotel logo will be allowed to set down passengers at the following locations:

1. At the junction of Kowloon Park Drive and Peking Road; and
2. At the junction of Chatham Road South and Mody Road.

(F) Carpark access

Carparks within the affected areas will be closed when the respective closure commenced and will remain closed as long as the road closure is in force.

(G) On-street parking

With effect from 3pm on October 1 until 0.01am on October 2, all on-street parking in the southern area of Tsim Sha Tsui, including south of Austin Road and Cheong Wan Road, as well as the metered parking spaces at the Waterfront Promenade in Yau Ma Tei will be suspended.

Vehicles illegally parked will be towed away without prior notice.

(H) Public transport

All franchised bus termini, bus stops and GMB stops within the affected areas will be suspended. Bus stops will be re-located to To Wah Road Bus Terminus and Granville Road Tsim Sha Tsui East Temporary Bus Terminus. Details are as follows:

1. Service of Star Ferry Bus Terminus and Mody Road Public Transport Interchange will be suspended at 7.30pm;
2. Franchised buses on southbound Nathan Road will be truncated or diverted onto westbound Public Square Street and Jordan Road;
3. All franchised buses along southbound Chatham Road South will be diverted onto eastbound Granville Road at 7.30pm where a temporary bus terminus will be set-up; and
4. Depending on the crowd situation, bus service outside China Hong Kong City will become circular route and all temporary bus stops will be suspended.

     Motorists are advised to take heed of the instructions given by Traffic Police at the scene and reminded that strict enforcement action, including multiple ticketing and towing away of all illegally parked vehicles, will be taken in all the affected areas.
