Special traffic arrangements for Chung Yeung Festival
*****************************************************

     Police will implement special traffic arrangements on Hong Kong Island, Kowloon East, Kowloon West, New Territories North and New Territories South to facilitate grave-sweepers during the Chung Yeung Festival.

     As certain roads will be closed and on-street parking spaces in the vicinity of cemeteries will be suspended, grave-sweepers are advised to make use of public transport.

     All vehicles parked illegally would be towed away without prior notice. Grave-sweepers are urged to exercise restraint and be patient.

     Special traffic arrangements will be implemented as follows:

Hong Kong Island
----------------

     Traffic arrangements will be implemented in Chai Wan, Pok Fu Lam, Aberdeen and Happy Valley.

Chai Wan
--------

     The following traffic measures will be implemented between 7am and 6pm on September 24, 25 and October 1, 8, 9, 15, 16, 22, 23, 29 and 30; and between 7am and 6.30pm on October 2 and 5:

1. Road closures
(a) A section of Cape Collinson Road east of Lin Shing Road;
(b) The slip road leading from Cape Collinson Road to the Garden of Remembrance and Crematorium, except hearses and vehicles conveying people to attend services at the Crematorium;
(c) The slip road leading to Chai Wan Chinese Permanent Cemetery;
(d) Wan Tsui Lane; and
(e) Cape Collinson Road and Lin Shing Road may be closed to all vehicular traffic except green minibus 16A, 16M, 16X and 18M, bus route no. 388 and 389, hearses, funeral vehicles and vehicles with closed road permit.

2. Traffic re-routings
(a) A eastern section of Wan Tsui Road between Chai Wan Road and Fei Tsui Road will be re-routed as one-way westbound;
(b) A section of Lin Shing Road from Wan Tsui Road to Cape Collinson Road will be re-routed as one-way southbound; and
(c) A section of Cape Collinson Road from the slip road leading to the Crematorium to Shek O Road will be re-routed as one-way westbound.

     No parking will be permitted along Cape Collinson Road, Lin Shing Road, Wan Tsui Road and a section of Shek O Road between Tai Tam Gap Correctional Institution and Tai Tam Road.

     Taxis, public light buses (PLBs) and private cars will not be permitted to enter Lin Shing Road for Cape Collinson Road except access to Wan Tsui Estate. They are allowed to drop off passengers at the PLB stand at Fei Tsui Road near its junction with Wan Tsui Road. Private cars are not allowed to enter the carpark of Hing Wah Estate (Phase I) from Wan Tsui Road northbound.

     Police may allow taxis and public light buses to enter Lin Shing Road and turn right onto Cape Collinson Road depending on the traffic conditions in the vicinity of the Chai Wan cemeteries on September 24, 25 and October 8, 15, 16, 22, 23, 29 and 30. The left-turning movement from Lin Shing Road to Cape Collinson Road will remain to be closed.

     PLBs may be prohibited from entering Tai Tam Road from Chai Wan Road depending on the traffic situation.

     A section of Wan Tsui Road between Chai Wan Road and Fei Tsui Road will be prohibited from picking up and dropping off passengers by PLBs.

     The PLB stand at Fei Tsui Road near its junction with Wan Tsui Road will be suspended.

     The taxi stand at Kut Shing Street outside Chai Wan MTR station will be suspended and relocated to the lay-by outside Block 6 of New Jade Garden.

Pok Fu Lam
----------

     Consort Rise in the vicinity of the Chinese Christian Cemetery will be re-routed one-way southbound from Victoria Road to Bisney Road from 7am to 5pm on October 1, 2, 5, 8 and 9.

Aberdeen
--------

     Peel Rise in the vicinity of the Aberdeen Chinese Cemetery and the slip road from Shek Pai Wan Road leading to the Aberdeen Chinese Cemetery will be closed to vehicular traffic from 7am to 6pm on October 2 and 5; and from 8am to 4.30pm on October 1, 8 and 9.

Happy Valley Area
-----------------

Relocation of Tram Stop:

     During the period from 7am to 7pm on October 2 and 5, the tram stop on northbound Wong Nai Chung Road opposite to the Hong Kong Jockey Club will be relocated northward for about 30 meters.

Kowloon East
------------

     Traffic arrangements will be implemented in Diamond Hill, Tseung Kwan O and Sai Kung.

Diamond Hill
------------

     Police will implement special traffic arrangements in Diamond Hill to facilitate vehicular traffic and pedestrian movements during the Chung Yeung Festival.

     The following special traffic arrangements will be implemented from 7am to 6pm on September 24 and 25, October 1, 2, 5, 8, 9, 15 and 16:

(A) Road closure

     The following roads will be temporarily closed to all vehicles, except emergency vehicles, hearses and vehicles taking part in funeral processions:
1. The access road leading to Diamond Hill Crematorium;
2. The access road between the Diamond Hill Funeral Parlour and the China Light & Power electric sub-station; and
3. The access road adjacent to the Diamond Hill Funeral Parlour leading to Sze Chen Hall.

     No vehicles will be allowed to access the section of Yuk Wah Street east of Tsz Wan Shan Road except private cars, taxis, police and emergency vehicles.

(B) Traffic diversions

1. Vehicles can only use southbound Po Kong Village Road downhill for entering/leaving Fung Shing Street or Fu Shan Estate Carpark; and
2. Vehicles can only use northbound Po Kong Village Road uphill for entering/leaving Grand View Garden Carpark, Po Kong Village Road School Village Carpark and the unnamed road opposite Po Leung Lane.

(C) Suspension of metered parking spaces

     The metered parking spaces between the Diamond Hill Funeral Parlour and the China Light & Power electric sub-station, as well as the motorcycle parking spaces at Yuk Wah Street near Yuk Hok Lane will be temporarily suspended.

(D) Designation of temporary taxi stands

     Two temporary taxi stands will be designated at the following locations:
1. Westbound Fung Shing Street near Fu Yan House of Fu Shan Estate; and
2. Westbound Yuk Wah Street near Yuk Hok Lane.

(E) Designation of private cars drop-off / pick-up point

     A temporary drop-off / pick-up point will be designated at westbound Yuk Wah Street near Yuk Hok Lane.  

     Motorists are advised to take heed of the traffic signs which will be placed in the vicinity. Police officers will be on hand to guide motorists.

Tseung Kwan O
-------------

     The following special traffic arrangements will be implemented in the vicinity of Tseung Kwan O Chinese Permanent Cemetery from now until October 23 to facilitate vehicular traffic and pedestrian movements during Chung Yeung Festival.

Road closure
------------

1. The access road leading to Tseung Kwan O Chinese Permanent Cemetery will be closed to all vehicular traffic except emergency vehicles between 5.30am and 8pm on October 5; and
2. The access road leading to Tseung Kwan O Chinese Permanent Cemetery will be closed to vehicular traffic between 5.30am and 6pm on September 25, October 1, 2, 8, 9, 15, 16 and 23; except for:
(i) emergency vehicles;
(ii) special bus service by Kowloon Motor Bus, Route No. 14S;
(iii) hearses and other vehicles taking part in funeral processions, and
(iv) all vehicles possessing valid entry permit issued by the Cemetery.

Shuttle Bus Service
-------------------

     A shuttle bus route No. 14S will ply between the bus stop situated at southbound Lei Yue Mun Road to the south of St. Antonius Girls' College and the Tseung Kwan O Chinese Permanent Cemetery between 7am and 5.25pm on September 25, October 1, 2, 8, 9, 15, 16 and 23.

Drop-off points for taxis and public light buses (PLB)
------------------------------------------------------

     The following temporary drop-off points will be erected for taxi and PLB passengers for interchanging with KMB Route No. 14S or walking to the Cemetery:

1. the non-restricted zone at northbound Ko Chiu Road near Ko Yee Estate;
2. the lay-by at southbound Lei Yue Mun Road outside Lei Yue Mun Road playground;
3. the non-restricted zone at northbound Lei Yue Mun Road outside Lei Yue Mun Plaza; and
4. the non-restricted zone at northbound Lei Yue Mun Road outside Shuk Mei House of Yau Mei Court.

     Grave sweepers are advised to note that there will be no bus service on October 5 and they should go to the Cemetery on foot via the access road to Tseung Kwan O Chinese Permanent Cemetery.

     Apart from the periods mentioned above, road closure will be implemented at any time if the situation warrants.

     Motorists are advised to take heed of the traffic signs, which will be placed in the vicinity of the Cemetery. Police officers will be on hand to guide motorists.

Sai Kung
--------

     The section of Mang Kung Wo Road to Kei Pik Shan Cemetery will be closed to traffic except vehicles with valid permits from 8am to 5pm on September 25, October 1, 2, and 5.

Kowloon West
------------

Sham Shui Po
------------

     Police will implement special traffic arrangements in Sham Shui Po to facilitate vehicular traffic and pedestrian movements during the Chung Yeung Festival.

     The following special traffic arrangements will be implemented on October 1, 2 and 5:

(A) Road Closure

1. Wing Ming Street and Wing Ming Lane will be closed to traffic from 7am to 7pm.
2. Entrance road of Wing Tak Road will be closed to traffic except vehicles of the cemetery and emergency/police vehicles between 7am and 5pm.

(B) Suspension of on-street parking spaces

     All parking spaces on Yu Chau West Street, King Lam Street, Wing Hong Street and Tai Nan West Street will be suspended from 7am to 7pm.

     In addition, no parking and alighting/picking up of passengers will be permitted along the section of Yu Chau West Street between Castle Peak Road and King Lam Street, and at Yu Chau West Street's junction with Wing Ming Street between 7am and 7pm. Moreover, no stopping and parking will be allowed along Ching Cheung Road during the same period.

(C) Designation of temporary taxi stand

     Two temporary taxi stands will be designated at Wing Hong Street on both sides of the junction with Yu Chau West Street between 7am and 7pm.

(D) Temporary relocation of green minibus (GMB) terminus

     The GMB route No.42 terminus at Yu Chau West Street will be temporarily relocated to 550 Castle Peak Road.

     Members of the public wishing to gain access to the Roman Catholic Cemetery are advised to use the subway across Ching Cheung Road from the end of Wing Ming Lane only. Parking facilities at the vicinity are very limited and members of the public are advised to use public transport.

New Territories North
---------------------

     Traffic arrangements will be implemented in Wo Hop Shek and Sandy Ridge.

Wo Hop Shek
-----------

(A) Road closures

     In Wo Hop Shek, the following roads will be closed from 6am to 5pm on September 25, October 1, 2, 5, 8 and 9 to all vehicles except emergency vehicles and those specified below:

1. Kiu Tau Road except for hearses;
2. Ming Yin Road except for franchised buses;
3. Wo Ka Lau Road;
4. The flyover between Kau Lung Hang Village and Tai Wo Service Road West except for taxis, coaches, school buses, green minibuses, private cars, goods vehicles and motorcycles; and
5. All access roads within Wo Hop Shek Cemetery.

(B) Stopping restrictions

     All drivers except those of franchised buses, emergency vehicles and vehicles with permits issued by the Commissioner for Transport will not be allowed to pick up or set down passengers or loading or unloading goods on the following roads between 7am and 6pm on September 25, October 1, 2, 5, 8 and 9:

1. Wo Hing Road;
2. Lui Ming Road;
3. Wai Ming Street;
4. Pak Wo Road;
5. Wah Ming Road;
6. Yat Ming Road;
7. Wo Ming Lane;
8. Fai Ming Road;
9. Wah Ming Lane;
10. Yan Shing Lane; and
11. Tai Wo Service Road West between Wo Hing Road and a point about 300 metres south of its junction with Kiu Tau Road.

     Meanwhile, vehicles on northbound Pak Wo Road outside Fung Ying Sin Koon will not be allowed to turn rigth into southbound Pak Wo Road outside Fanling MTR Station. Vehicles on southbound Pak Wo Road outside Fanling MTR Station will not be allowed to turn right into the car park off Pak Wo Road near Fung Ying Sin Koon.

(C) Suspension of car parks and parking spaces

     The following car parks and parking spaces will be suspended to all vehicles from 7am to 6pm on September 25, October 1, 2, 5, 8 and 9:

1. The car park off Wo Hing Road near Wo Hop Shek Interchange except for emergency vehicles and public light buses;
2. The car park off Wo Hing Road near Ming Yin Road Roundabout except for emergency vehicles and taxis;
3. The car park off Pak Wo Road near Fung Ying Sin Koon except for emergency vehicles, drivers with disability to use the disabled parking space and the residents' service route number NR112; and
4. All parking spaces at Wah Ming Lane except for emergency vehicles.

(D) Suspension of taxi stand

     The taxi stand on Lui Ming Road outside Wah Ming Estate will be suspended except for New Territories taxis from 7am to 6pm on September 25, October 1, 2, 5, 8 and 9. Both urban and New Territories taxis will be allowed to pick up and set down passengers in the car park off Wo Hing Road near Ming Yin Road roundabout during the suspension period.

     The taxi stand in the car park off Pak Wo Road near Fung Ying Sin Koon will be suspended from 7am to 6pm on September 25, October 1, 2, 5, 8 and 9.

Sandy Ridge
-----------

     The restrictions on Sandy Ridge Frontier Closed Area will be relaxed from now until October 23 to facilitate grave-sweepers to gain access to Sandy Ridge Cemetery from 6am to 6pm during the period. Vehicles without permits will not be allowed to enter the closed areas.

     Meanwhile, except franchised buses, emergency vehicles and vehicles with permits issued by the Commissioner for Transport, all vehicles will be prohibited from picking up or setting down passengers, loading or unloading goods on the following sections of roads:
(a) the section of Man Kam To Road between Fu Tei Au Road and Sha Ling roadblock; and
(b) the section of Kong Nga Po Road between the Frontier Closed Area and Sha Ling roadblock.

     Vehicles parked illegally on the above sections of roads may be towed away without prior notice.

New Territories South
---------------------

     Traffic arrangements will be implemented in Sha Tin, Tsuen Wan and Kwai Chung.

Sha Tin
-------

     Police will implement special traffic arrangements in the vicinity of Po Fook Memorial Hall and Fu Shan Crematorium in Tai Wai, and Po Fook Hill and To Fung Shan in Sha Tin between now and October 16 to facilitate vehicular traffic and pedestrian movements during Chung Yeung Festival.

     The following traffic arrangements will be implemented between 7am and 6pm on September 24 and 25 and October 1, 2, 5, 8, 9, 15 and 16:

(a) a section of Lower Shing Mun Road between Yau On Street and Fu Shan Crematorium will be closed to all vehicles except hearses, vehicles taking part in funeral processions, green minibus route No. 64K and emergency vehicles;

(b) a section of Pai Tau Street west of its junction with Sheung Wo Che Road will be closed to all vehicles except emergency vehicles; and

(c) a section of To Fung Shan Road north of its junction with Pak Lok Path will be closed to all vehicles except emergency vehicles, vehicles serving residents and persons working in To Fung Shan and shuttle bus service plying between To Fung Shan and Tai Wai MTR Station.

    During the above periods, grave-sweepers are advised to use public transport services to go to the above areas. Vehicles parked illegally near the above areas may be towed away by Police without prior notice.

Tsuen Wan
---------

    The following traffic arrangements will be implemented in Lo Wai from 8am to 6pm on October 5, 8 and 9:

(a) All vehicles will be prohibited from entering Lo Wai Road starting from Lo Wai Old Bus Terminus, except taxis, Green Minibuses, emergency vehicles and those vehicles with permits;
(b) People can take shuttle buses at Lo Wai Old Bus Terminus to Yuen Yuen Institute; and
(c) All metered parking spaces at Lo Wai Road Carpark near Yi Pei Chun Road, near Lo Wai Old Bus Terminus and outside Yuen Yuen Institute will be suspended.

Kwai Chung
----------

     Police will implement special traffic arrangements in the vicinity of Tsuen Wan Chinese Permanent Cemetery and Kwai Chung Crematorium on October 1, 2, 5 and 9 to facilitate vehicular traffic and pedestrian movements during the Chung Yeung Festival.

(a) Southbound Wing Tak Street, Wing Yin Street and the section of Wing Shun Street between Wing Tak Street and Kwai Hei Street will be closed to all vehicular traffic except for hearses, franchised buses and emergency vehicles from 7am to 5pm on the above mentioned dates and on any other dates if necessary;
(b) The section of Wing Kei Road between Kwai Hei Street and Wing Kin Road will be converted into one-way southbound. Vehicles will only be allowed to enter Wing Kei Road from Wing Kin Road;
(c) Wing Chong Street, Wing Hau Street and Wing Lap Street will be closed to all vehicular traffic except for emergency vehicles;
(d) No parking will be permitted on any approach roads in the vicinity of the Cemetery and Crematorium. Any vehicle found parking on these roads will be towed away without prior notice; and
(e) Temporary taxi stands will be set up at Wing Kin Road near its junction with Wing Kei Road; Kwai Hei Street near its junction with Wing Shun Street; Wing Shun Street near its junction with Wing Yin Street; and Wing Shun Street near its junction with Yi Lok Street.

     In addition, Wing Yin Street and Wing Hau Street will be also closed to all vehicular traffic except for hearses, franchised buses and emergency vehicles from 7am to 5pm on September 24, 25 and October 8, 15 and 16.

     A special bus route 38S will be operated on October 2, 5 and 9 between Kwai Fong MTR Station (Kwai Yan Road) and Tsuen Wan Chinese Permanent Cemetery.

     Motorists are advised to take heed of the traffic signs, which will be placed in the vicinity of the cemetery and the crematorium. Police officers will be on hand to guide motorists.
