Draft Stonecutters Island Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft Stonecutters Island Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use framework to guide development and redevelopment within the Stonecutters Island area," a spokesman for the Town Planning Board said today (September 23).

     The Planning Scheme Area, covering about 335 hectares of land, is located in West Kowloon within the Sham Shui Po and Kwai Tsing Districts.

     A large part of the Area has already been developed and about 290.2 hectares is zoned "Other Specified Uses".  The southern part of the Area, about 78.4 hectares, is currently used by the Hong Kong Garrison of the Chinese People's Liberation Army for a variety of military purposes.  The northern and western parts of the Area, about 190.4 hectares, are occupied by Container Terminals 6, 7, 8, and container related uses.  Apart from container-related uses above ground, the site bounded by Mei Ching Road, West Kowloon Highway, Hing Wah Street West and Container Port Road South is also intended to provide land for an underground biological treatment plant with ancillary above-ground facilities under the Harbour Area Treatment Scheme (HATS) Stage 2B.  The eastern part of the Area, about 21.4 hectares, is occupied by a sewage treatment plant, a refuse transfer station, boatyards and other marine-oriented industrial uses and a proposed petrol filling station.

     About 13.2 hectares of land is zoned "Government, Institution or Community".  Major Government facilities include a customs building and container cargo examination compound near the junction of Container Port Road South and Mei Ching Road, and a Government dockyard in the eastern part of the Area with accommodation facilities for Government departments as well as the Fire Services Department Diving Rescue and Diving Training Centre.  A site to the west of Lai Po Road near Lai Wan Interchange is intended for an electricity substation serving the developments of HATS Stages 2A and 2B as well as the Area.

     Two sites with an area of about 4.4 hectares in the north-eastern part of the Area are zoned "Industrial".  They are intended for low-density industrial developments, including godown or storage purposes.  One of these sites, located to the south-west of the Lai Wan Interchange, is being developed for a bus depot for reprovisioning of the ex-bus depots at Lai Chi Kok and Butterfly Valley.

     The approved Stonecutters Island OZP No. S/SC/10 is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Tsuen Wan and West Kowloon District Planning Office, the Sham Shui Po District Office and the Kwai Tsing District Office.

     Copies of the approved plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei.  The electronic version of the plan can be viewed at the Town Planning Board's website (www.info.gov.hk/tpb).
