EMSD launches performance rating scheme for registered escalator contractors

     The Electrical and Mechanical Services Department (EMSD) today (September 2) launched the new Registered Escalator Contractors' Performance Rating and announced the first quarter (June to August 2011) results. The EMSD also updated the results of the Registered Lift Contractors' Performance Rating for the past 12 months (September 2010 to August 2011).      A spokesman for the EMSD said, "Since the implementation of the Contractors' Performance Rating (CPR) scheme for registered lift contractors, we have received valuable views from the trade and the public to enable us to continuously improve the CPR scheme to make it a useful reference for lift owners and their building management agents to choose appropriate contractors. After consultation with the trade in early 2011, we decided to extend the CPR scheme to registered escalator contractors so that escalator owners and their building management agents can also make reference to the CPR to choose appropriate escalator contractors. The CPR will be updated quarterly and the cumulated performance monitoring points will be kept valid for 12 months."

     Similar to the current performance rating scheme for registered lift contractors, the scheme for registered escalator contractors will also have a full mark of 100, comprising two parts, namely the Maintenance Index and the Safety Index, with each part offering maximum marks of 50. The contractors' Performance Index for both registered escalator contractors and registered lift contractors is calculated with the following formulas:

* Performance Index = Maintenance Index + Safety Index

* Maintenance Index = 50 x (1 - cumulated maintenance performance monitoring points/number of inspections in the period); and

* Safety Index = 50 - cumulated safety performance monitoring points.

     The new CPR results for registered escalator contractors cover the quarter from June to August 2011. A total of 15 contractors are included in the CPR results with marks ranging from 85 to 100, with 12 contractors scoring the full mark of 100. Apart from publishing the CPR results, the EMSD has posted on its website the records of escalator incidents related to equipment failure, and a summary of warning letters issued to the registered escalator contractors in the same quarter for public reference. In the above-mentioned quarter, the EMSD received reports of four escalator incidents related to equipment failure and issued one warning letter to a registered escalator contractor, namely Anlev Elex Elevator Ltd.

     With regard to the CPR results for registered lift contractors for the period from September 2010 to August 2011, a total of 38 contractors with marks ranging from 50 to 100 are listed, with nine contractors scoring the full mark of 100. The EMSD has also updated on its website the lift incident records and a summary of warning letters to registered lift contractors in the past 12 months for public reference. In the last quarter from June to August 2011, the EMSD issued five warning letters to five registered lift contractors, namely Chun Ming Engineering Co Ltd, Fujitec (HK) Co Ltd, Hitachi Elevator Engineering Co (HK) Ltd, Schindler Lifts (Hong Kong) Ltd and Nikkin Lifts & Escalators Ltd. In addition, there were four reported lift incidents related to equipment failure in the quarter mentioned above.

     "We will continue to closely monitor the contractors' performance, and to further enhance the CPR scheme in consultation with the trade," the EMSD spokesman said.
