Police Force is dedicated to safeguarding the life and property of citizens (with photos)

     Hong Kong is a safe society - a conclusion which is beyond dispute. The main reason is that Hong Kong has an excellent Police Force. Its members are invariably dedicated to safeguarding the life and property of citizens.

     The Commissioner on Interception of Communications and Surveillance, Mr Justice Woo Kwok-hing, made the remarks when he was inspecting a passing-out parade at the Hong Kong Police College today (July 23).

     Describing Hong Kong as a free, peaceful and secure city, he said that freedom was the most treasured quality of human life but members of the public had to respect the rights and freedoms of other individuals. He added that today¡¦s passing-out graduates would add to the strength of the Force in securing safety for Hong Kong.

     Mr Justice Woo said that from being a barrister to a judge, he had had a fate that always connected with the Force since more than 40 years ago. In 2006, he was appointed the Commissioner on Interception of Communications and Surveillance, tasked to oversee interception of communications, covert surveillance and related work by law enforcement agencies.

     ¡§After you have passed out from the Police College, chances are that you will be deployed to carry out or engage in interception of communications and covert surveillance. These operations are effective and powerful means to bring criminals to justice.¡¨

     He encouraged the graduates to have a good grasp of the relevant laws and procedures in maximising their potential in such operations, making greater contribution towards the maintenance of peace and safety in Hong Kong.  

     A total of 21 probationary inspectors and 207 recruit constables passed out today.
