CE's speech at reception to celebrate 14th anniversary of establishment of HKSAR (with photos)

     Following is the translation of the speech by the Chief Executive, Mr Donald Tsang, at the reception in celebration of the 14th anniversary of the establishment of Hong Kong Special Administrative Region this morning (July 1):

Distinguished guests and fellow citizens,

     Today I am greatly honoured to celebrate with all of you the 14th Anniversary of the Establishment of the Hong Kong Special Administrative Region of the Peopleˇ¦s Republic of China.

     About a year ago, the Legislative Council passed the political reform package by a two-thirds majority, marking a decisive step forward in Hong Kongˇ¦s constitutional development. This valuable experience shows us that only by taking an inclusive, proactive and pragmatic approach can we promote the well-being and best interests of Hong Kong people.

     Over the past year, we have made significant progress on various fronts with the joint efforts of the community. The Statutory Minimum Wage, after years of discussion, finally came into legislation and implementation. The Transport Subsidy and the Community Care Fund were rolled out as new measures to alleviate poverty. The legal frameworks for selecting the Chief Executive and forming the Legislative Council in 2012 were also put in place.

     As for Mainland-Hong Kong relations, our Renminbi business continued to grow, and we have become more integrated with the Pearl River Delta Region. An entire chapter dedicated to Hong Kong and Macao in our nation's 12th Five-Year Plan highlighted the importance the Central Government attaches to Hong Kong and underscored the special role under "One Country, Two Systems" where we can contribute to the nation's development.

     Notwithstanding the progress made, difficulties and challenges lie ahead. The rapidly changing global economy, accelerating inflation and high local property prices all impact on our economy and people's livelihood. We must tackle these issues prudently. I strongly believe that if we can listen carefully to the different voices and aspirations of the community, accommodate each other's needs and concerns, and work together in a practical manner for feasible solutions, we can overcome all challenges and continue to prosper.

     On 1 July next year, a new term of the Hong Kong SAR government will take office. Some people suggest it will be difficult for the incumbent "sunset" government to accomplish much in its last year. I do not intend to join the quibbling over political terminology. Let me assure you from the bottom of my heart, that in a humble way, my team and I will continue to work with full dedication for the betterment of Hong Kong until the last minute of office. Our resolve to dedicate ourselves to the service springs from our passion and commitment to Hong Kong.

     Now, please join me in a toast. To a better and brighter future for Hong Kong.
