2011 Honours List

     The 2011 Honours List will be published in the Government Gazette today (July 1).  This is the 14th full Honours List since the reunification.  

     The Chief Executive has accorded awards to a total of 332 persons in this year's Honours List, including:

     This year's recipients are from all walks of life. They have been given an honour or award in recognition of their significant contribution to Hong Kong or for their dedicated public and community service.

     The presentation ceremony for the awards will be held later this year, tentatively in October.

     Following are the citations on the award recipients of the 2011 Honours List:

Grand Bauhinia Medal (GBM)
==========================

Mr Leung Chun-ying
------------------

     Mr Leung is awarded the GBM in recognition of his long and distinguished public service, particularly his significant contribution to the smooth transition of Hong Kong and his exemplary efforts in promoting the implementation of "One Country, Two Systems".  As the Convenor of the Non-Official Members of the Executive Council, Mr Leung has played an important role in assisting the Chief Executive in the governance of Hong Kong through providing valuable advice on policy-making.  With his professional background and expertise, he has made exemplary efforts in promoting the common interests of Hong Kong professionals and their contribution to the social and economic development of Hong Kong.  

Dr Allan Zeman
--------------

     Dr Zeman is awarded the GBM in recognition of his distinguished public and community service, particularly his significant contribution to the tourism industry and cultural development.  Dr Zeman is a self-made businessman and his passion, entrepreneurship and hard work are symbolic of Hong Kong's fundamental values.  He founded the Lan Kwai Fong entertainment area and has successfully turned it into one of the "must-see" tourist attractions in Hong Kong.  As the Chairman of the Ocean Park Corporation, he has spearheaded the Park's remarkable rise to a world-class marine theme park.  Dr Zeman is also widely recognised for his contribution to the arts and culture arena, in particular the development of the West Kowloon Cultural District project.  


Gold Bauhinia Star (GBS)
========================

Mr Edward Yau Tang-wah
----------------------

     Mr Yau is awarded the GBS in recognition of his dedicated and distinguished service to the Government and the Hong Kong community over the past 29 years, particularly in his capacity as the Secretary for Environment.  He has made sterling contribution in the areas of environmental protection, energy, conservation and sustainable development.  He has also made exemplary efforts in enhancing the living environment of Hong Kong.

Ms Eva Cheng
------------

     Ms Cheng is awarded the GBS in recognition of her dedicated and distinguished service to the Government and the Hong Kong community over the past 27 years, particularly in her capacity as the Secretary for Transport and Housing.  She has made significant contribution to the formulation and implementation of transport and housing policies.  She has also made exemplary efforts in expanding the transport infrastructure and in facilitating logistics development.

Professor Lawrence Lau Juen-yee

     Professor Lau is awarded the GBS for his distinguished public service as a Member of the Executive Council and in particular his contribution to higher education.  During his tenure as the Vice-Chancellor and President of the Chinese University of Hong Kong, he has led the university in undergoing remarkable development, particularly in internationalisation and collaboration with the Mainland.  As an advisor of the Hong Kong-Taiwan Economic and Cultural Cooperation and Promotion Council, Professor Lau has contributed to the development of Hong Kong-Taiwan relations.  

Ms Anna Wu Hung-yuk

     Ms Wu is awarded the GBS for her distinguished public and community service, particularly her significant contribution as a Member of the Executive Council.  Ms Wu has also made exemplary efforts to the development and implementation of the Mandatory Provident Fund System during her tenure as the Non-executive Director and Chairperson of the Mandatory Provident Fund Schemes Authority.

Mr Jeffrey Lam Kin-fung
-----------------------

     Mr Lam is awarded the GBS for his distinguished public and community service, particularly his significant contribution in promoting the development of trade and industry in Hong Kong.  During his Chairmanship of the Hong Kong Export Credit Insurance Corporation Advisory Board, he led the Corporation in launching enhancement measures to help local enterprises, particularly small and medium enterprises, to tide over their operational difficulties during the financial tsunami.

Professor Tsui Lap-chee

     Professor Tsui is awarded the GBS for his distinguished public and community service, particularly his significant contribution to higher education in his capacity as the Vice-Chancellor of the University of Hong Kong (HKU).  Under his leadership, HKU has firmly established itself as a premier university and a centre of intellectual excellence in Hong Kong, Asia and the world.  Professor Tsui is also an expert in the field of molecular human genetics and has made sterling contribution to genetic research.

Ms Christina Ting Yuk-chee

     Ms Ting is awarded the GBS for her long and distinguished public and community service, particularly her contribution to district administration in Eastern District.  In her capacity as the Chairman of the Eastern District Council, Ms Ting has served as an effective communication link between the district and the Government.  Ms Ting has also made sterling contribution in promoting the welfare of women, children and the elderly.

Dr Chan Tung
------------

     Dr Chan is awarded the GBS for his long and distinguished public and community service, particularly his contribution to district administration in Sham Shui Po District.  As the Chairman of the Sham Shui Po District Council, Dr Chan has emerged as the most distinguished and highly respected community leader in the district.  He is also a staunch supporter of sports events, community building and charitable activities.
 
Ms Teresa Cheng Yeuk-wah

     Ms Cheng is awarded the GBS for her distinguished public and community service, particularly her contribution to the transport field.  As the Chairman of the Transport Advisory Committee, Ms Cheng has demonstrated sterling leadership in steering the Committee to offer balanced and constructive advice on important and challenging transport issues including major transport planning and infrastructure development programmes, and legislation to combat drink driving.  She also played an important role in leading the Provisional Minimum Wage Commission to reach consensus on recommendations on the minimum wage rate to the Government during her tenure as its Chairman.

Miss Yvonne Choi Ying-pik

     Miss Choi is awarded the GBS in recognition of her loyal and distinguished service to the Government and the Hong Kong community.  In particular, she has made exemplary contribution in the area of commerce and economic development.  Miss Choi retired as the Permanent Secretary for Commerce and Economic Development (Commerce, Industry and Tourism) after serving 38 years with the Government.

Mr Justice Anthony Gordon Rogers

     Mr Justice Rogers is awarded the GBS in recognition of his loyal and distinguished service in the Judiciary, particularly his contribution in leading the civil division of the Court of Appeal to handle a wide range of civil dispute cases.  Mr Justice Rogers retired as a Justice of Appeal of the Court of Appeal of the High Court after serving 17 years with the Judiciary.

Mr Jack So Chak-kwong
---------------------

     Mr So is awarded the GBS for his distinguished public and community service, particularly his contribution to Hong Kong's trade promotion and the development of the film industry.  Mr So has led the Hong Kong Trade Development Council in promoting Hong Kong businesses and brands in the Mainland and overseas markets.  He has also played a key role in revitalising the Hong Kong film industry during his tenure as the Chairman of the Hong Kong Film Development Council.

Mr Tang King-shing

     Mr Tang is awarded the GBS in recognition of his loyal and distinguished service to the Government and the Hong Kong community.  In particular, in his capacity as the Commissioner of Police, he has made exemplary efforts in setting clear strategic directions and maintaining high standard of professionalism in the Force.  Mr Tang retired as the Commissioner of Police after serving 34 years with the Government.

Mr Hui Wing-mau

     Mr Hui is awarded the GBS for his distinguished community service, particularly his significant contribution to charities and his dedicated efforts in promoting exchanges between the Mainland and Chinese businessmen in Hong Kong and overseas.  Over the years, he has made generous donations to help people in need, set up various relief funds to help the disadvantaged, provided scholarships for young students, and assisted new arrivals from the Mainland to settle down in Hong Kong.  

Mrs Justice Doreen Maria Le Pichon

     Mrs Justice Le Pichon is awarded the GBS in recognition of her loyal and distinguished service in the Judiciary, particularly her contribution in leading the Companies and Bankruptcy Court and as an appeal judge dealing with a wide range of cases.  Mrs Justice Le Pichon retired as a Justice of Appeal of the Court of Appeal of the High Court after serving 15 years with the Judiciary.

Mrs Rita Lau Ng Wai-lan

     Mrs Lau is awarded the GBS in recognition of her dedicated and distinguished service to the Government and the Hong Kong community over the past 34 years, particularly in her capacity as the Secretary for Commerce and Economic Development.  She has made significant contribution in the areas of trade, commerce, tourism, telecommunications and technology.

 
Medal for Bravery (Gold) (MBG)

Mr Ken Leung Kam-wing (deceased)

     The late Mr Leung is posthumously awarded the MBG in recognition of the utmost bravery he displayed in a hostage incident that happened on August 23, 2010 in Manila, the Philippines.  Mr Leung was one of the hostages of a Hong Kong tour group held by a local gunman on a coach.  When the gunman became increasingly emotionally unstable and started to kill the hostages by firing shots against them, Mr Leung disregarded his own safety and rushed out to stop the gunman despite the life-threatening situation.  He attempted to stop the gunman from shooting and used his own body as a shield.  He was unfortunately killed in the incident.  Mr Leung sacrificed his life selflessly to stop the gunman from shooting and had demonstrated exceptional courage and gallantry of the highest order.

Mr Fu Cheuk-yan (deceased)

Mr Masa Tse Ting-chunn (deceased)

     The late Mr Tse is posthumously awarded the MBG in recognition of the utmost bravery he displayed in a hostage incident that happened on August 23, 2010 in Manila, the Philippines.  Mr Tse was one of the hostages of a Hong Kong tour group held by a local gunman on a coach.  Being the escort of the tour group, Mr Tse never forgot his duties despite facing life-threatening situation.  As soon as the gunman demanded all hostages to surrender their mobile phones, Mr Tse risked his life by phoning his company in Hong Kong, reporting every detail of the incident.  Mr Tse remained calm throughout, and offered assistance to his group members whenever opportunities arose.  Though Mr Tse did have opportunities to escape through the emergency exit of the coach, he never attempted to do so for fear that the act would harm other members.  When the gunman became increasingly emotionally unstable, he handcuffed Mr Tse at the front door of the coach and eventually killed him by firing shots against him.  Mr Tse had shown exceptional courage and gallantry of the highest order, and had demonstrated the noblest qualities in discharging his duties.

Silver Bauhinia Star (SBS)

Mr Justice John Lonsdale Saunders

     Mr Justice Saunders is awarded the SBS for his distinguished and dedicated service in the Judiciary, particularly his meritorious performance and ability in handling a wide spectrum of cases, both criminal and civil. Mr Justice Saunders is currently a Judge of the Court of First Instance of the High Court and has served in the Judiciary for over 20 years.

Mr Benedict Lai Ying-sie

     Mr Lai is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community.  In particular, he has made significant contribution to the development of the Civil Division in the Department of Justice.  Mr Lai is currently the Law Officer (Civil Law) of the Department of Justice and has served in the Government for over 38 years.

Ms Mar Yuet-har

     Ms Mar is awarded the SBS for her distinguished public and community service, particularly her contribution to district administration in Southern District.  In her various public service roles, she has served as an effective communication link between the local community and the Government.

Dr Jimmy Wong Chi-ho

     Dr Wong is awarded the SBS for his distinguished community service,  particularly his valuable contribution to services for the elderly and other people in need, as well as education service.  He is also a staunch supporter of charitable services.

Dr Homer Tso Wei-kwok

     Dr Tso is awarded the SBS in recognition of his distinguished public and community service, particularly his significant contribution in promoting continuous development of the dental profession.  He also takes a leading role in the advocacy of tobacco control in Hong Kong.

Dr Ng Tat-lun

     Dr Ng is awarded the SBS for his distinguished public and community service, particularly his contribution to the promotion of innovation and technology as well as manpower training and development in Hong Kong.

Mr Paul Fan Chor-ho

     Mr Fan is awarded the SBS for his distinguished public and community service, particularly his contribution to the development and implementation of regulatory work of Chinese medicine in Hong Kong, as well as in enhancing the standard of Chinese medicine practitioners.  

Ms Yeung Chi-hung

     Ms Yeung is awarded the SBS for her distinguished community service, particularly her contribution in promoting the well being of the underprivileged and the needy.  She is also a staunch supporter of charitable services.

Dr Samuel Yung Wing-ki
-----------------------

     Dr Yung is awarded the SBS for his distinguished public and community service, particularly his contribution in providing valuable advice on the regulation of the conduct of betting activities by licensed gambling operator in his capacity as the Chairman of the Betting and Lotteries Commission.

Mr Wong Kine-yuen

     Mr Wong is awarded the SBS for his distinguished community service.   He has made significant contribution to the Board of Management of the Chinese Permanent Cemeteries, particularly overseeing the charity donations of the Board.  He is also a staunch supporter of charitable services.

     Mr Ng is awarded the SBS for his distinguished public service, particularly his significant contribution in strengthening the governance and reforming the human resource policies of the Hong Kong Examinations and Assessment Authority to meet the challenges in the era of educational reform.

     Mr Ng is awarded the SBS for his distinguished community service, particularly his contribution to the promotion of economic and cultural exchanges between Hong Kong and the Mainland, and of social harmony and stabilities in the local community.  He is also a staunch supporter of charitable services.

     Mrs Lee is awarded the SBS for her distinguished public service, particularly her significant contribution to the work of various advisory bodies and regulators in the financial services sector.

     Dr Lee is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community.  He has made exemplary effort in bringing improvements to the Hong Kong Observatory's services in keeping with the changing expectations of the community.  Dr Lee retired as the Director, Hong Kong Observatory after serving 32 years with the Government.

     Dr Wang is awarded the SBS for his distinguished public service, particularly his contribution in promoting innovation and technology development in Hong Kong in his capacity as the Chairman of the Hong Kong Applied Science and Research Institute Company Limited.

     Mr Fung is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community, particularly his exemplary leadership and contribution in steering the Census and Statistics Department towards achieving wide recognition for its professionalism.  Mr Fung is currently the Commissioner for Census and Statistics and has served in the Government for over 36 years.

     Mr Chai is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community, particularly his significant achievements in the planning and implementation of sustainable infrastructure development.  Mr Chai retired as the Director of Civil Engineering and Development after serving 33 years with the Government.

Mr Stephen Richard Selby

     Mr Selby is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community, particularly his contribution in improving the efficacy of the copyright protection regime and promoting public awareness of respecting intellectual property rights.  Mr Selby retired as the Director of Intellectual Property after serving 33 years with the Government.

     Mr Kerr is awarded the SBS for his distinguished public and community service, particularly his contribution to the construction industry.  He has played a leading role in the Construction Industry Council for working on a broad range of initiatives in pursuit of construction excellence.  

Mr Peh Yun-lu

     Mr Peh is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community, particularly his significant contribution in steering the Immigration Department through many challenges to become the foremost immigration service in the world.  Mr Peh retired as the Director of Immigration after serving 33 years with the Government.

Mr Kwok Leung-ming

     Mr Kwok is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community.  He has made exemplary effort in alleviating prison overcrowding and promoting community support for the rehabilitation of offenders.  Mr Kwok retired as the Commissioner of Correctional Services after serving 37 years with the Government.

     Dr Seto is awarded the SBS in recognition of his outstanding achievements in and contribution to the medical and health sector.  In particular, he has made exemplary effort in enhancing infection control as well as pioneering quality and risk management in healthcare.

     Mr Ho is awarded the SBS for his long and distinguished community service, particularly his contribution to the promotion of arts and culture and the long term development of youths.  He is also a staunch supporter of charitable services.

Dr Lam Kar-sing

     Dr Lam is awarded the SBS for his achievements in and contribution to the development of Cantonese opera.  A highly regarded artist in the field, Dr Lam is wholeheartedly devoted to supporting the preservation and promotion of Cantonese opera as well as nurturing young new talents.  

Mrs Rita Liu Tong Wei-oi

     Mrs Liu is awarded the SBS for her long and distinguished community service, particularly her significant contribution to the enhancement of women's welfare as well as the promotion of ethical and cultural development among youngsters.  She is also a staunch supporter of charitable services.

Mr Justice William Duncan Stone

     Mr Justice Stone is awarded the SBS for his distinguished and dedicated service in the Judiciary, particularly his outstanding performance in handling heavy and complex cases and his contribution in leading the Commercial Court.  Mr Justice Stone retired as a Judge of the Court of First Instance of the High Court after serving 15 years with the Judiciary.

Mrs Ava Ng Tse Suk-ying

     Mrs Ng is awarded the SBS for her distinguished and dedicated service to the Government and the Hong Kong community.  In particular, she has successfully led the Planning Department to face new challenges and to meet rising public expectations on planning and development matters.  Mrs Ng retired as the Director of Planning after serving 34 years with the Government.

     Professor Lo is awarded the SBS for his distinguished service to the medical and scientific sectors, particularly his achievements in developing new molecular tests for prenatal diagnosis, cancer and infectious diseases, and contribution in showcasing local inventions in the global biotechnology arena.

     Mr Hunt is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force.  He is now an Assistant Commissioner of Police and has served in the Force for over 32 years.

Mr David Ng Ka-sing

     Mr Ng is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force.  He is now an Assistant Commissioner of Police and has served in the Force for over 34 years.

Mr Austin Kerrigan

     Mr Kerrigan is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force.  He is now an Assistant Commissioner of Police and has served in the Force for over 31 years.

Mr Lo Shu-nam

     Mr Lo is awarded the Hong Kong Fire Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Fire Services Department.  He is now a Deputy Chief Fire Officer and has served in the Department for over 34 years.

Mr Corrado Chow

     Mr Chow is awarded the Hong Kong Immigration Service Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Immigration Department.  He is now an Assistant Director of Immigration and has served in the Department for over 33 years.

Mr Richard Yu Koon-hing

     Mr Yu is awarded the Hong Kong Customs and Excise Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Customs and Excise Department.  He is now an Assistant Commissioner of Customs and Excise and has served in the Department for over 29 years.

Mr Danny Lam Kwai-sun

     Mr Lam is awarded the Hong Kong Correctional Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Correctional Services Department.  He is now an Assistant Commissioner of Correctional Services and has served in the Department for over 31 years.

     Mr So is awarded the Hong Kong ICAC Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the ICAC.  He is now an Assistant Director of Operations and has served in the Commission for over 31 years.

Mrs Jean Au Yeung Lui Miu-kwan

     Mrs Au Yeung is awarded the Hong Kong ICAC Medal for Distinguished Service in recognition of her outstanding performance and dedicated service in the ICAC.  She retired as the Senior Assistant Director of Corruption Prevention after serving in the Commission for over 21 years.
