2011 Population Census to commence tomorrow

     The 2011 Population Census (the Census) conducted by the Census and Statistics Department (C&SD) will start tomorrow (June 30) and run until August 2.

     A spokesman for the C&SD said that notification letters have been sent to almost all households in Hong Kong. Households in receipt of a notification letter sent to their residential address (including owner-occupiers and tenants) may complete and return the postal questionnaire or e-Questionnaire in accordance with the instructions laid down in the notification letter.

     "All households receiving the notification letter can register to use the e-Questionnaire online through the Census website (www.census2011.gov.hk) from June 30 to July 7. In addition to the e-Questionnaire, households selected to provide information using a short form questionnaire may complete and return the enclosed postal questionnaire by July 7," the spokesman said.

     The data collection period of the Census is divided into two phases. The first phase will end on July 15 and households that have registered to use the e-Questionnaire should submit the completed questionnaire online not later than this date. The second phase is the face-to-face interview period from July 16 to August 2, during which the C&SD will arrange for census officers to visit all households that have not provided information in the first phase.

     Some households, such as those without a clearly identifiable postal address (including those in rural areas using communal letter boxes), those on board a vessel and those in non-residential buildings may not have received a notification letter. The C&SD will arrange for census officers to visit them directly in the second phase.

     "Census officers will pay household visits only in the second phase to conduct face-to-face interviews," the spokesman added.

     Information on individual persons and households collected in the Census will be kept in strict confidence and used for statistical purposes only. The C&SD is legally prohibited from allowing access to such information by any government departments, organisations or unauthorised persons. All completed questionnaires will be destroyed within 12 months after the commencement of the Census.

     Members of the public who would like more information about the Census may call the Telephone Enquiry Centre at 2153 2011 or visit the Census website (www.census2011.gov.hk). The service hours of the Telephone Enquiry Centre are from 9am to 10.30pm, seven days a week until the end of the census period.
