Man fined for illegal club operation

     A man was fined $15,000 in The Eastern Magistrates' Courts today (June 14) for contravening the Clubs (Safety of Premises) Ordinance.

     The court heard that the Office of the Licensing Authority (OLA) of the Home Affairs Department conducted an inspection in February this year at a club in Gloucester Road, Causeway Bay, which was operating under a certificate of compliance (CoC). OLA officers, posing as customers, patronised the club for food and drinks without being asked to show their membership status or being invited to join the club. Moreover, the clubhouse staff could not show the membership register upon OLA officers' request. Furthermore, the layout of the clubhouse deviated from the registered drawing with extra dart machines placed. Conditions 3, 19 and 20 of the CoC were breached.

     Later in the investigation, OLA officers also found that the clubhouse was operating under a name other than the name indicated in the CoC on the day of inspection.

     The man, being the CoC holder, was subsequently charged with contravening sections 21(2) and 21(1)(c) of the ordinance.

     A spokesman for the department said enforcement action would continue to be taken against illegal clubhouse operations.
