Draft Kwai Chung Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft Kwai Chung Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Kwai Chung area," a spokesman for the Town Planning Board said today (June 10).

     The Planning Scheme Area, with an area of about 1,025 hectares, is situated in Tsuen Wan New Town within the Kwai Tsing Administration District.

     About 5.3 hectares of land is zoned Commercial covering existing commercial developments such as the Metro Plaza and Kwai Fong Multi-storey Car Park near Mass Transit Railway (MTR) Kwai Fong Station, Sun Kwai Hing Plaza and Kwai Chung Centre near MTR Kwai Hing Station, the commercial complex at Wonderland Villas, the Apex and a multi-storey carpark cum commercial building at Wo Yi Hop Road.

     Two areas, about 6.4 hectares of land, are zoned Comprehensive Development Area (CDA). The CDA site that covers the Kau Wa Keng valley floor and Kau Wa Keng Old Village is intended to be developed in a comprehensive manner as a single project and should contain adequate government, institution and community (GIC) facilities, open space and commercial provision to serve the residential development. The other CDA site covers the existing industrial low-rise buildings at the junction of Cheung Wing Road and Kwok Shui Road.

     About 180.8 hectares of land is zoned Residential (Group A) for high-density residential developments, covering public housing estates and a majority of the private housing developments within the Area.

     About 15.3 hectares of land is zoned Residential (Group B) for medium-density residential developments, which are mainly located in the south-eastern part of the Area.

     About 3.9 hectares of land is zoned Residential (Group E) (R(E)) and primarily intended for phasing out the industrial uses through the redevelopment of existing obsolete industrial buildings for residential use. The former Kwai Chung Police Married Quarters site at Kwai Yi Road is zoned R(E)1, which is intended for a public rental housing development with specific environmental mitigation measures requirements.

     About 2.6 hectares of land is zoned Village Type Development, mainly covering the existing Ha Kwai Chung Village.

     About 49.1 hectares of land is zoned Industrial to ensure that sufficient industrial land is reserved to provide employment opportunities for the labour force of Tsuen Wan New Town as a whole.

     About 113.8 hectares of land is zoned Government, Institution or Community for the provision of various GIC facilities. Major facilities include the Princess Margaret Hospital, Kwai Chung Hospital, Kwai Tsing Theatre, Kwai Shing Swimming Pool Complex and Lai King Training Centre.

     About 109.2 hectares of land is zoned Open Space for the provision of outdoor open-air public space for active and passive recreational uses. Major existing open spaces include the Central Kwai Chung Park, Kwai Chung Sports Ground and Kwai Chung San Kui Park.

     About 173.4 hectares of land is zoned Other Specified Uses (OU) for specific uses including container terminals and container-related uses; cargo handling areas; petrol filling stations; slaughterhouse, cemetery, crematorium and funeral facilities; sewage treatment works; sewage screening plant; and electricity substation. This zoning also covers various sites designated as OU annotated Business, which are primarily for general business uses.

     About 255.3 hectares of land is zoned Green Belt covering mainly steep hill slopes in the eastern part of the Area, and is intended to define the outer limits of Tsuen Wan New Town and for the conservation of areas with prominent, high scenic and high value landscape features.

     The approved Kwai Chung OZP No. S/KC/25 is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Tsuen Wan and West Kowloon District Planning Office and the Kwai Tsing District Office.

     Copies of the approved plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed at the Town Planning Board's website (www.info.gov.hk/tpb).
